APR 131979 MEMORANDUM FOR:

R. Mattson, Director, Division of Systems Safety FROM:

V. Stello, Director, Division of Operating Reactors SUBJ ECT:

REVISIONS TO TAP A-30 The revised Task Action Plan A-30, " Adequacy of Safety Related DC Power Supplies," dated February 1,1979 has been reviewed. Our comments follow. Although Task Action Plan A-35, " Adequacy of Off:.ite Power Systems", and A-44, " Station Blackout", are referred to and it is stated in Section 2.C that TAP A-30 "will be coordinated to the extent necessary" with A-35, A-44 and other electric related TAPS, no specifics of this coordination are specified. We suggest that the areas of common concern among these electric related TAPS be defined and information required from one TAP for another TAP be specified in order (1) that duplicate efforts be avoided and (2) to assure that all areas of concern are adequately covered.

For example, we are aware of data being used from TAP A-35 work at ORNL and D0R concerning experienced loss of offsite events in predicting the probability of loss of offsite power in TAP A-30.

We are currently requesting additional informa-tion on loss of offsite power from licensees who have experienced such events. We would expect that such data (e.g., Total time the power was off, and relationship of plant trip and loss of offsite power) will be of use in A-30 as well as A-44 and A-35.

All such information needs should be delineated as part of the requiredcoordinationintheTAPA-30revisionandshpu)dalsobe accounted for in TAP A-44 when that task is scope OF M
