NRC letter dated August 25, 1978, J. G. Partlow to W. Mowry Gentlemen:
This is in response to your letter dated April 20, 1978 which transmitted revisions to your measurement procedures for ventilation system holdup and 70.32(c) changes involving the use of alternate measurement systems.
The former was submitted in response to our August 25, 1978 request that you modify such procedures. We have determined that the proposed changes are acceptable, and the modifications to include alternate measurement systems do not decrease the effectiveness of your Plan and are in accordance with the provisions of 10 CFR 70.32(c)
(1). Accordingly, we are revising License Condition 2.1 and adding a new License Condition 5.2 to Amendment MPP-1 to your License No.
SNM-696, effective immediately, as reflected in the enclosure to this letter.
We have determined that the attachment to your letter dated April 20, 1979 contains information of a type specified in 10 CFR 2.790(d).
Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

1 Enclosure 2.0 FACILITY OPERATIO:1 2.1 The licensee shall follow the " Fundamental Nuclear Material Control Plan," GA-A-13248, Revision 2, dated February 1976, as.. mended March 24, 1976, November 10, 1976, September 26, 1977 and August 14, 1978 and as revised April 20, 1979 and in accordance with the provisions of 10 CFR 70.32(c).
5.0 INVENTORY 5.2 Notwithstanding the requirements of 10 CFR 70.51(f)(3)(ii) to remeasure for inventory all material that has been previously measured but for which the validity of such previous measurements has not been assured by tamper-safing, the licensee shall follow Section 3.1-3 of the Plan identified in License Condition 2.1.
