?j an Environmental Impact Statement (EIS) for the San Joaguin project in QQ Southern California. The Los Angeles Department of Water and Power (LADWP),

y the sponsor of the San Joaguin project, encountered numerous difficulties

'Di' within the State of California. The LADWP never filed an applicat-ion for

'e.;;3 a construction permit with the Nuclear Regulatory Commission and consequently the project was not reviewed by us, nor an EIS issued.
