ISSUANCE OF AMENDMENT FOR INTERIM EXTENSION OF APPROVAL TERM FOR PDA-4 The Comission's August 22, 1978 policy statement on standardization includes a provision for any Preliminary Design Approval (PDA) that had been previously issued for three years to be extended for two additional years.

This provision applies to PDA-4, issued for the SWESSAR-Pl balance-of-plant portion of a

pressurized water reactor nuclear power plant utilizing the Westinghouse RESAR-41 nuclear steam supply system design.

As set forth in the policy statement, each application for a PDA extension will be subject to an assessment of the design with respect to the Category 1, 2, 3, and 4 matters approved for implementation since the regulatory requirements cutoff date for that PDA.

The policy statement also instructs that the PDA-holder's application for a PDA extension should be made, whenever possible, so that staff review can be made prior to the expiration date of the existing PDA or as soon thereafter as is practical.

The Category 1, 2, 3, and 4 matters were identified in a staff letter, R. Boyd to W. J. L. Kennedy, dated January 24, 1979. We asked that you respond to these matters by April 1,1979 in order to provide adequate time for staff action prior to the May 5, 1979 expiration date of PDA-4.

Your letters of March 23, 1979 and April 20, 1979, to R. Boyd and H. Denton, respectively, indicated that you wanted to meet to discuss our requirements for the PDA-4 extension review.

You further asked that we administratively extend PDA-4 as necessary, pending a meeting to resolve differences of opinion which could affect the substance and submittal date of your response to our identified PDA-4 extension matters. The meeting you requested was held in our offices on April 27, 1979 and your response to the PDA-4 extension matters was delivered on May 4,1979.

Mr. W. J. L. Kennedy MAY 4 1979 In our letter of January 24, 1979, we noted that our review of your responses to che PDA extension matters would be to determine if they were complete. We also noted that if we could determine that your responses were complete, we would administratively extend PDA-4 for two additional years, subject to later staff acceptance of your proposed resolution for the applicable Category 1, 2, 3, ana 4 matters.

In order to provide adequate staff time to review the completeness of your May 4,1979 submittal, we will administratively extend the validity period of PDA-4 to June 5,1979. This is considered an interim extension, granted for a relatively brief period and for the purpose of completing staff review prior to a decision on a two-year extension. Accordingly, we have amended PDA-4 to reflect the new expiration date, June 5,1979. Copies of Amendnent No. 2 to PDA-4, and a related notice which is being forwarded to the Office of the Federal Register for publication are enclosed for your infonration and use.
