Dear Mr. Fiorelli:

INSPECTION REPORT NO. 50-483/79-03 This is in response to your letter of April 4, 1979 reporting results of an inspection at Union Electric Company's Callaway Plant Site on March 6-12, 1979 and as detailed in inspec-tion report number 50-483/79-03.

None of the material in the inspection report or in this response are considered proprietary by Union Electric Company.

The response listed below corresponds to the item Ji.sted in Appendix A, Notice of Violation, of the inspection report.

Infraction (483/79-03-00 10 CFR 50, Appendix B, Criterion V,

requires, in part, that activities affecting quality shall be accomplished in accordance with procedures.

Paragraph 17.1.5 of the SNUPPS PSAR requires, in part, that each construction manager or constructor be responsible for accomplishing quality activities in accordance with pro-cedures.

Contrary to the above, courses of instruction had not been developed to provide project electrical personnel with basic quality assurance information as required by Section 3.1 of Daniel International Construction procedure AP-II-05, Revision 4:

personnel who perform safety related functions were not trained by the Project Electrical Engineer in accordance with Section 4 of 2234 140 7906010118 R 2 71979

On March 7, 1979, the RIII inspector determined that the Electrical Department Manager had not:

1.

prepared or presented courses of instruction; 2.

initiated supplements to reading indices necessitated by changes in the initial reading material (several reading indices had not been updated in accordance with Revision 8 of the Procedure Status Index),

or to add additional material as necessi-tated by job site requirements, e.g.

10 CFR 50, Appendix B, 50.55(e), 10 CFR 21; 3.

signed his own revised reading index nor verified the signature of other department personnel who should have read the revised material.

CORRECTIVE ACTION AND RESULTS ACHIEVED:

The present course of 3nstruction for Electrical Engineering has been reviewed.

As a result of this review, Electrical Engineering is in the process of establish-ing a more clearly defined, documentable course of instruction.

Selection and organization of subject material is expected to be complete by May 1, 1979, at which time the course of instruction will be ready to implement.

Reading indices are in the process of being reviewed and updated to reflect appropriate personnel responsibilities and latest revisions to appropriate documents.

Any additional material as necessitated by job requirements that has been generated since the preparation of the present reading indices will be determined by the Project Electrical Engineer and if applicable, will be added to the updated indices.

At such time as updating is completed, the indices will be i..itialed and dated as Electrical Engineering personnel complete required reading.

Upon completion of the above action, the results achieved will be to bring Electrical Engineering into full procedural compliance.

CORRECTIVE ACTION TO BE TAKFN TO AVOID FURTHER NONCOMPLIANCE:

A schedule will be maintained to ensure that training sessions are held at least once a month.

As new revisions to procedures, specifications and other requirements listed on the read-ing indices become issued, the reading indices will be updated, read and initialed by Electrical Engineering personnel.

The foregoing corrective action will be ongoing and is designed to preclude recurrence of noncompliance.

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED:

Full compliance of the corrective action is expected by June 1, 1979.
