This is a follow up to our April 9, 1979 letter concerning your request to use a bolt type seal on drums for burial.

We have determined that the bolt type seal is not equivalent to the seals recommended in Regulatory Guide 5.15 and especially to the seal that is presently being used, i.e., Type E seal. Also, it is noted that the bolt seal characteristics, as listed in the Sandia Report SA'!D 78-0400, distributed by DOE, Table III entitled " Tamper Resistance Tabulation" are not as good as the cup / wire seal (Type E).

We, therefore, cannot grant your request to use the bolt type seal on burial drums.
