Dear Mr. Stello:

Attached is our schedule for implementation of the major plant modifications which we consider necessary to confom to the Long Tem Program acceptance criteria. We are now proceeding with the design of, and will implement as indicated on the attached schedule, major modifications which should reduce calculated pressure boundary stresses to within A.S.M.E. Code limits during Main Steam Relief Valve actuations and in the highly unlikely event of a Loss of Coolant Accident. This effort includes the design and installation of:

1)

T-Quenchers and larger vacuum breakers on all Main Steam Relief Valve discharge lines, 2)

Vent header deflectors under the ring header in all bays without min vents, and 3)

Tie straps on the erds of the downcca rs.

It should be ncted that the Philadelphia E'xtric Ccrpany has already capleted the installation of saddle supports under both tori.

Sane of the main steam relief valve piping supports contained within each torus have also been codified.

As presently planned, we will emplete these plant nodifications on Unit No. 2 during the Spring 1980 refueling outage and plan to caplete work on Unit NO. 3 during the Spring 1981 refueling outage. Cther minor modifications will be ccepleted in the Fall cf 1981, as shown en the attached schedule.

Mr. V. Stello, Jr. We have analyzed in great detail the significant amount of work we must accmplish to implement these plant nadifications 6 bile refueling and properly maintaining these plants.

In consideration of working space li~titations in the torus, effective utilization of available trained nunpower, and attainment of the quality of work necessary, we find we are unable to acconplish all the work in both units by December, 1980, as you requested.

We assure you we will make every effort to maintain the schedule irdicated and wherever passible improve it without sacrificing the quality we require to assure us that the noiifications will 'oe acceptable on a long term basis.
