Dear Mr. Parker:

I am pleased to respond to your letter to Chairman Hendrie dated April 9,1979.

Each individual who applies for an operator's license shall submit a Certificate of Medical History and Medical Examination for review by an NRC physician.

Prior to the issuance of a license, the individual's physical condition and general health must meet minimum requirements.

Regulatory Guide 1.134, " Medical Evaluation of Nuclear Power Plant Personnel Requiring Operator Licenses," endorses American National Standard, ANSI N546-1976, " Medical Certification and Monitoring of Personnel Requiring Operator Licenses for Nuclear Power Plants."

These documents provide guidance regarding our minimum requirements to the examining physician.

ANSI N546-1976 indicates that alcoholism and/or nonprescribed' habitual use of drugs are disqualifying conditions.

We do not, however, have any regulation that prohibits the use of alcohol for a specified period of time prior to a licensee reporting for work.
