Dear Mr. Davies:
This letter is in respense to your letter of March 16, 1979 to Mr. Robert C. Ryan, Director, Of fice of S tate Programs, USNRC, in which you expressed concern because of the dif ficulty experienced by your of fice in trying to cbtain inforcation from NRC' Region I Office regarding shut down of the James A. Fitzpatrick Nuclear Station in New York.
I regret the delay in answering your Ictter, but as you are aware, recent events at the B ree Mile Island Nucicar Station have placed considerable demands on the NRC Region I office.
Mr. n onas Elsasser, the Region I State Liaisen Officer, contacted your office by telephone on either March 14 or 15 when he became aware of the dif ficulties your office encountered on March 13.
As Mr. Elsasser explained to Fk. C cch during their telephone conversation, the NRC Region I phone number (215-337-5000) is a 24 hcur nunber.
The Region I office has had a contract telephone answering service which takes calls on this number af ter nornal working hours and is in contact
.via radio page with the Region I Duty Officer.
On March 13, Mr. Karl Abraham, the Region I Public Af fairs Of ficer, remained in the Region I cffice af ter nor=al working hours to handle the large volume of calls 3
which NRC was receiving due to the shutdcwn of the five nuclear plants.
Due to confusien regarding Mr. Abraham's instructions to the answering service when he left the office, Mr. Czech's call was referred to Mr.
Abraham instead of the Duty Officer.
I must apologize for this error which led to all of the subsequent difficultics encountered by Mr. C:ech.
Steps have been taken to assure that we avoid recurrence of the error.
I understand that Mr. Elsasser has provided Mr. Czech with his ho=e telephcne number (215-884-6675) and NRC Headquarters' 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> nu=ber (301-492-7000) if in the future you experience difficulty in centacting Regica I due to unforeseen circumstances.

We current arrangement between the Region 1 Office and all states in the region is that for any event requiring s tate noti fication, notification will be r:ade to a single ccatact within each state and then that state gency will contact any other affected state agencies.
As you noted in your letter, my staf f contacted the

arrangement was employed in notifying I'ennsylvania during the li recent difficulties experienced at Three Mile Island.
Expanding the Region I notification systen to include redundant notification of other state agencies is not deened warranted at this tine due to the aumerous other notifications which Region I is required to nake in the event of an emergency.
