SUBJECT:

BNL PRESENTATION ON IN-PLACE TESTING OF SM0KE DETECTORS Enclosed are the viewgraphs used at the March 8,1979 BNL presentation.

I think that the Review Group should make a technical recommendation of whether or not work is required in this area.

If work is recommended, we should decide if we want to pursue a methodology development as proposed by BNL and Sandia or a confirmatory assessment and/or methodology development based on the Nu-Tech test (or other equipment or service commercially available).

If the Nu Tech SF6 mapping service is considered safe enough to allow the utilities to use it we could do a confirmatory assessment to:

(1) determine the degree to which SF6 would simulate actual DBFs in terms of gas movement from the fire to the detector, and (2) determine the sensitivity of the detector to the DBF with the end objective of developing an in-place sensitivity test.

It seems to me that if SF6 in small quantities is not a problem in terms of plant damage the utilities should be encouraged to perform the mapping studies and we could pick up the program using SG6 as the tracer.

Even if our work is not successful in developing the quantitative verification we could at least have some assurance that detectors were more optimally located than they are at present.

RES does not have funding for this work in FY 1979 and at this point FY 1980 doesn't look any better.

SD does have some money that could be used in this area.

I would like to be able to give Dave Notley a firm review group recommendation at the next Fire Protection Review Group Meeting on March 21, 1979.
