determined pursuant to Section 145b of the Atomic Energy Act of 1954, as amended, that the employment by the NRC of Mr.

Dixon is clearly consistent with the national interest; and 2.

determined that Mr. Dixon should be precluded, thruugh admin-istrative procedures, from having any access to !!ational Security Information or Restricted Data pending completion of the investigation currently being conducted and a favorable determination as to his eligibility for security clearance.

IV SECY-78-577 - FY 79 Domestic Safecuards Technical Assistance and Researen Contractual Projects The Comission, by a vote of 3-l**, with Comissioner Gilinsky dissenting:

requested that, as a matter of internal policy the staff will seek further Commission approval if such reallocation of funds for a given project will'cause the dollar amount to increase by more than 30% of the original amount approved by the Commission, or by $100,000, whichever is smaller.

The Commission was inforned that the estimated dollar values and possible procurement sources associated with individual projects should not be made public until centracts are awarded or interagency tasking orders are finalized.
