This refers to the inspection conducted by Mr. T. J. Madeda and Mrs. J. C. Scheffer of this office on January 23-26, 1979, of activities at the Kerr-McGee Plutonium Facility, Crescent, Oklahoma authorized by NRC License No. SNM-1174 and to the discussion of our findings with Messrs. A. Norvood, D. Majers and V. Richards.

The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in noncompliance with NRC requirements, as described in the enclosed Appendix A.

During this inspection, a verbal commitment, concerning physical examinations, was made by site management.

This commitment is identified in the Exit Interview section of the Details.

It is our understanding that action will be initiated and/or implemented as described in the report.

Should changes or revisions to this item ba necessary, please notify this office within ten days.

This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Section 2.201 requires you to submit to this office within twenty days of your receipt of this notice a written statement or explanation in reply, including for each item of noncompliance: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.

FEB 2 o Jiu Kerr-McGee Nuclear Corporation Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Consequently, the enclosure to this letter, our report of this inspection, and your response to the noncompliance identified in the enclosure to this letter will not be placed in the Public Document Room. Therefore, your statement of corrective action regarding the noncompliance identified in the enclosure should be submitted as a separate enclosure to your trans-mittal letter.

We will gladly discuss any questions you have concerning this inspection.
