Dear Mr. Marrangino:

We have completed a review of your request for amendment to License No. R-113 dated October 11, 1978, and find that additional infomation is required. These items were dis-cussed with your staff on Wednesday, January 26,1979, and are reiterated herein.

When we jssue your amendment we plan to condition your lic-ense to reflect not only the total amount of SNM authorized, but the amount of each type of SNM and the percent enrich-ment of each; the amount of SNM exempt and how exempt (1.e.,

10 CFR 73.6(b)); and the amount of SNM non exempt.

We will be doing this to accormodate the DOE and State Depart-ment program to implement the Nonproliferation Act of March 10, 1978, by reducing the enrichment of fuels in nonpower reactors.

Also this will acconmodate the proposed Regulation 10 CFR 70.47 which is designed to implement the US/IAEA Agreement when approved by the Senate.

In view of the foregoing, you are requested to review your SNM requirements and provide the following:

1.

The maximum amounts of SNM and types.

2.

The enrichment of each item in 1.

3.

The amounts of each SNM exempt and how exempt.

4.

The amounts of each SNM non exempt, to be included in your license.
