Dear Mr. Reid:

This is in response to your letter of February 2, 1979 regarding the physical security plan of the referenced facilities, and the amounts, enrichments and exemptions of ShH authorized.

The ShM requirements for the referenced facilities has been reviewed and are listed below. The 72Kg of highly enriched U-235 authorized for the CX-10 facility was done so to permit previous experiments. Although this fuel is no longer possessed by the Lynchburg Research Center we wish to maintain the capability to conduct experiments of the type previously authorized. I am aware that prior to the receipt of this highly enriched ShM the reactor security plan presently incorporated in the licenses (CX-10, amendment 9, R-47, amendment 13) will require modifications and hereby agree to the addition of a license condition requiring such a modification.

MR. ROBERT W. REID FEBRUARY 16, 1979 PAGE 2 No exemption is claimed for any of this SNM. Some of the R-47 fuel ele-ments do reach exempt levels during operation and for a short period of time after shutdown but the facility's present operating schedule will not permit the maintenance of the necessary high levels of radiation continuously.
