WE ARE AGGRIEVED BY DECEPTION, DISTORTION OF FACT, REGARDING THE TOXIC NATURE OF OPERATING DISCHARGE FROM NUCLEAR REACTORS.

THE AMERICAN PEOPLE WERE TOLD REPEATEDLY THAT NUCLEAR POWER WAS SAFE. CLEAN AND CHEAP. THIS WAS NEVER TRUE. ATOM IC FISSION 15 THE MOST DAMAGING TECHNOLOGY. RADIOACTIVE ISOTOPES CREATED BY FISSION ARE ROUTINELY DISCHARGED TO ATMOSPHERE AND OCEANS, KILLING CHLOROPHYLL, THUS STOPPING PHOTOSYNTHESIS IN ALL PLANKTON, TREES, ALL LIVING GREEN PROCESSES.

SEABROOK REACTOR HAS BEEN DISCHARGING PERMANENT TOXIC RADIOACTIVE PLUMES FOR THIRTY YEARS AND IS LICENSED TO CONTINUE UNTIL 2050.

THE OCEANS ARE RISING. STORM SURGES AND FLOODING ARE ALREADY IN PROCESS. AT FUKUSHIMA TIDAL WAVE SURGE CAUSED FAILURE OF ELECTRIC COOLING SYSTEMS RESULTING IN ME LTDOWN. FUKUSHIMA IS NOT FIXABLE. THE PROCESS OF ATOMIC FISSION DESTABILIZES ATOMIC STRUCTURE. TH E DIVISION OF THE ATOM RELEASES NEW RADIO- ISOTOPES THAT NEVER EXISTED BEFORE. THESE NEW RADIOACTIVE ISOTOPES CANNOT BE CONTAINED IN REACTOR STRUCTURES AND MUST BE DISCHARGED INTO THE ENVIRONMENT. THESE HOT GASSES TRAVEL IN COHERENT PLUMES.

  • THE SEABROOK REACTOR HAS BEEN DISCHARGING ITS OPERATING GASSES DAILY SINCE 1990.

THOSE GASSES TRAVEL AS COHERENT HOT PLUMES ON PREVAILI NG WINDS USUALLY FROM NORTHEAST TO SOUTHWEST OVER IPSWICH BAY. fHE PLUMES COOL AND DROP OVER TEMPERATURE AND TOPOGRf\PHIC INTERFACES, NAMELY COASTAL AREAS AND ELEVATED LANDS. THE PLUMES DEPOSIT FALLOUT DUST ON TREES, FORESTS, FARMS, COASTAL WATERS.

THE TREES OF ROCKPORT AND ALL SURROUNDING COMMUMITIES ARE DYING OR STRUGGLING TO SURVIVE. THIS IS NOT A REVERSIBLE PROCESS. LOSS OF CHLOROPHYLL DU E TO RADIATI ON IMPACT IS A DAILY CHALLENGE. WE CAN BEGIN THE DISCUSSION, THE CONVERSATION ON HOW TO STOP THE PERMANENT POLLUTION OF OUR LIVI NG LOCAL BIOSPHERE. CLOSING THE SEABROOK REACTOR IS.NECESSARY BUT THE PROBLEM IS GLOBAL AND NOT BEING ADDRESSED EVEN AS A PART OF THE GLOBAL WARMING CLIMATE CHANGE ISSUE. °'

The effect of the radioactive contamination on vegetation is twofo ld:

They succeeded in distinguishing vegetation stressed by soil moisture from stress induced by radionuclide contamination.

SUMMARY

PAGES 1-4 KTA 1507: The above quotations from KTA 1507 demonstr ate that all reactors must monitor discharge of all their operating gases to the natural environment. They monitor volumes and content of discharges but will not.disclose that information to t he public Most impo rtant they do not acknowledge the fact that not one of the radioactive substances produ ced by fission ever exist ed I

before. Each reactor is creating rad ioactive nuclides that do not exist in nature. Thus 400 reactors globally, each day, are creating t oxins t hat last for thousands of years. Those toxins kil l chlorophyl l which stops photosy~thesis in the biosphere and in t he o.ceans. This is not a reversible process.

ReACTOR DISCHARGE KILLS CHLOROPHYLL, STOPS PHOTOSYNTHESIS, REDUCES LEAF SIZE Each day globally, 400 nuclear reactors discharge their operating gasses to the air and water of t he earth.

Each day, each 1000 megawatt reactor, like Seabrook Reactor, takes in 1.5 million gallons of ocean water to cool th~ reactor core, the n discharges that water back into the source many degrees warmer.

Each day the radioactive operating gasses discharged into the atmosphere form hot airborne plumes that travel on prevailing winds, dropping as they cool, to form radioactive contamination on land, sea, marshes, animals ,trees and children. The NRC calls these discharges "permissible" because they have no other way of disposing of these gasses. The gasses are not safe to keep on site, the volumes are too great to store.

Each day contamination of plants and trees by radioactive reactor discharge alters plant metabolism by killing chlorophyll, altering photosynthesis, altering leaf biomass, resulting in lesse r leaf size and pigmentation, stressing the tree permanently. The syndrome witnessed and researched at Chernobyl was a reddening of Scots pine resulting in elimination of the species in the exclusion zone and pathogenic infestation by insects. Similarly, the pine forests at Fukushima, once verdant, are now red and dying.

Each day radioactive operating fluids are discharged into the ocean from the Seabrook Reactor to join the ocean currents which form gyres spinning the contamination onto all t he beaches south of the reactor. We recently witnessed an accidental discharge of millions of filters from a Hooksett NH sewage plant. Those filters arrived in a matter of days on all beaches of the North Shore, Cape Ann, Beverly and Salem.

Each year, each reactor discharges 20,000 to 40,000 curies of radioactive gasses globally into the air and waters of the globe. These gasses join each other in the troposphere to circle the globe to combine with other contaminants.

Each curie of radioactive gas contains 38 billion emissions per second per 2.2 grams of fuel. Each reactor

  • has 100 tons of fuel [1000 megawatt reactor]. Try to do the math. It is inconceivable to imagine 38 billion discharges of anything in one second. An emission is described as a beta decay, alpha decay, or a gamma decay or the number of counts per second a Geiger counter makes in the presence of a radioactive. Basically the unstable, fissioned atom, the by-product of fission, is trying to regain its former stable state. In some cases this may require thousands of years.

I am responding to your form letter of August 30, 2011 on issues related to nuclear arms control and nuclear energy.

My letter cited the global radiological crisis created by the Fukushima Dai-'ichi reactor disaster which should alter your pre-conceived plans to encourage the "peaceful use of nuclear energy".

There is no safe nuclear fission. There is no way to dispose of reactor operating gasses other than to discharge them to the air and water. This is an unacceptable hazard.

Reactors do not emit carbon. Cars and furnaces emit carbon monoxide. Reactors emit gasses that remain radioactive for thousands of years. There is no place to store reactor waste or to store the daily operating gasses. All operating gasses are discharged into the atmosphere. Each reactor discharges 20,000 to 40,000 curies per year.

Each curie contains 37 billion emissions per second per gram.

I repeat. All reactor operating gasses are discharged into the air and water.

All reactor gasses are permanently toxic and cumulative. Add these toxic radioactive gasses to carbon monoxide plus hundreds of other pollutants, all within a few miles of the earth's surface and it is clear that life will suffocate.

In late April. the U.S . Nuclear Regulatory Commission (NRC) held its annual safety meeting about Seabrook Station (see related blog her~}). Beca11se evacuation planning was on the agenda, it was not surprising that the topic of Seabrook's vulnerability to the effects climate change was on people's minds.

Seabrook's construction began in 1976, and although the plant was sited 20 feet above sea level and two miles inland, government projections show increasing risks for Seabrook and the surrounding coastal communities.

Current data from the National Oceanic and Atmospheric Administration (NOAA) shows how predicted sea level rise will reduce the planned buffer between Seabrook Station and the Atlantic Ocean (see map below).

The Risk Finder tool provided by Climate Central shows that between 2016-2040, the risk of a flood of 5 feet or more (above the high tide line) is 54 percent in the Seabrook Beach area. By 2060, there is a 100 percent chance.

Similar risks were highlighted in the study "Underw:=iter" released by the Union of Concerned Scientists (UCS) in 2018. Focusing on the impacts of sea level across the United States, their scientific data tells a story of chronic flooding along the eastern shore board. Area towns like Salisbury, Seabrook, Hampton and Newburyport will face frequent inundation as average sea levels rise. Along with private property, critical infrastructure across the nation such as roads, airports, power plants, and military bases will be constantly at risk of flooding and water damage.

Lessons from Fukushima The 2011 disaster at the Fukushima-Daiichi power plant in Japan awoke the world to the dangers ofriuclear power by the ocean. Although nuclear power plants are designed to need vast amounts of water for cooling, their location along coasts and rivers exposes them to risks of flooding, caused by rainfall, storms and tides.

After Fukushima, nuclear regulators and operators around the globe took an assessment of their risk exposure. In the U.S., the event prompted the Nuclear Regulatory Commission to undertake a study which revealed that 54 out of 60 nuclear power plants were not prepared to haridle the flood risk they faced.

When Hunican.e Sandy hit the Northeast U.S. in 2012, nuclear power plants in its path shut down as a preventative measure against water damage and power shortages like those which rocked Fukushima. In the superstorm's aftermath, a Stm.fQU1 University studY. surveyed the risks faced by coastal nuclear plants. The results revealed that Seabrook Station, located in coastal New Hampshire, is among the nation's most vulnerable.

1. Higher ground water levels surrounding the plant could exacerbate the problem of alkali-silica reaction (ASR) that is undermining the concrete in all key safety structures at the plant, including the core reactor dome and the spent fuel pool;
2. High tides from increasingly severe storm surges create a risk of acute flooding, the kind which led to the Fukushima power shortage, and subsequent nuclear meltdown;
3. Flooding in the event of such a storn1 could block low-lying evacuation routes that emergency planners depend upon to get people away from the area in the event of a serious radiological release; and finally,
4. Once Seabrook Station enters its decommissioning phase, radioactive materials stored on site for "cooling,"

remain vulnerable, and pose an ongoing risk to the surrounding ecosystem.

Despite these possibilities, the consideration of stonn surges and flooding are conspicuously absent from plant owner N extEra Energy's re-licensing documents . Despite mounting evidence of the risks posed by sea level rise along the northeastern coastline, the cnviromcntaJ report for ren1,wal prepared by NextEra issues does little to address concerns such as flooding, sea level rise, storm surge or climate change.

Already, Seabrook and surrounding towns experience significant flood events with increasing frequency, particularly when Nor'easters hit. These are a test of preparedness and ability to manage risk.

The disaster at Fukushima was a result of natural hazards colliding with poor planning for structural resilience and safety. When flooding from the tsunami stopped the power supply which kept water pumping into the nuclear reactor's core, the core overheated and proceeded to melt through its container, releasing radiation into the environment. Better planning for the unexpected could have saved countless lives and tmtold decades of environmental hann Heads in the Sand?

Given the pn: vinu i.: ::icknowkdg~)ment by the plant's operators of the impending risks posed by climate change in the area, this indicates two serious points of concern: first, an apparent reluctance of the plant operators to consider all of the environmental hazards which might impair its ability to operate a high risk facility safely, and second, lack of regulatory attention to the potential for contamination of wetlands, groundwater, ocean water, and other risks posed by the potential for more frequent inundation awaiting Seabrook Station.

To address the potential threats posed by climate change, the NRC should require the types of ill~<lS.].lr{!~

"This decision is nonsensical," Commissioner Jeff Baran wrote in his dissent of the weak standards. "Instead of requiring nuclear power plants to be prepared for the actual flooding and earthquake hazards that could occur at their sites, NRC will allow them to be prepared only for the old, outdated hazards typically calculated decades ago when the science of seismology and hydrology was far less advanced than it is today," he wrote.

Commissioner Stephen Burns added: "The accident at Fukushima was a direct result of the operator and regulator failing to take action to account for new scientific lmowledge related to natural hazards, especially flooding hazards ... . In the United States, there exists incontrovertible evidence that the current design bases for some plants do not address a flood hazard identified by the licensees ' [plant operators,] own analyses."

Policy Leadership & Citizen Vigilance Needed In addition to the type of federal leadership lacking 1mder the current adm111istration, policymakers at the local and state level must take their own steps to ensure that infrastructure development as well as evacuation plans include an assessment of climate change scenarios-especially of more severe and frequent storms and floods.

Federal regulations for nuclear plants need to catch up with the reality of climate change that is already upon us.

In the absence of such vision and leadership, it falls to the vigilance of the citizens, and the work of state and local governments, to try to prepare and protect vulnerable communities and natural resources, as best they can.
