FEB 121979 Docket No. STN.50-44)
Dr. Glenn G. Sherwood, Manager Safety & Licensing Operation General Electric Company 175 Curtner Avenue San Jose, California 95125
Dear Dr..Sherwood:
SUBJECT:
REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE By your applications and affidavits dated April 21,1978 and November 15, 1978 you submitted revisions 1 and 2 to the report 22A4365AB, " Interim Containment Loads Report (ICLR) Mark III Containment," and requested that they be withheld from public disclosure.
Your reasor.s for requesting our withholding of this information were that the material contained in revisions 1 and 2 to the report was obtained at considerable expense to the General Electric Company and that the release of such information would seriously affect your competitive position.
We have reviewed your applications and material based on the requirements and. criteria of 10 CFR 2.790 and have determined that the above-mentioned documents sought to be withheld contain trade secrets 4r confidential or proprietary commercial information.
We have also found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your compet-itive position. Accordingly, we have determined that the information should be withheld from public disclosure.
We therefore approve your request' for withholding pursuant to 10 CFR 2.790 and are withholding report 22A4365AB from public inspection as proprietary.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.

Dr. Glenn G. Sherwood If the basis for withholding this information from public inspection should change in the future, such that the information could then be made available for public inspection, you should promptly notify the Commission.
Sincerely,
.hil C.
