changes to the ibnager Nuclear Power AUTHORITY 6.5.1.7 The PORC shall:
a.
Recommend to the Plant Superintendent approval or disapproval of items considered under 6.5.1.6a through d above.
b.
Make determinations with regard to whether or not each item considered under 6.5.1.6a through e above constitutes an unreviewed safety question, c.
Provide immediate notification in the form of draft meeting minutes to the Manager
-Nuclear Power and the Chairman-Nuclear Safety Review and Audit Committee of disagreement between the PORC and the Plant Superintencent. The Plant Superintendent shall have responsibility for resolution of s ich disagreements pursuant to 6.1.1 above.
RECORDS 6.5.1.8 Minutes shall be kept of all meetings of the PORC and copies shall be sent to the
}bnager -Nuclear Power and the Chairman-Nuclear Safety Review and Audit Committee.
6.5.2 CORPORATE NUCLEAR ENGINEERING STAFF (CNES)
FUNCTION 6.5.2.1 The CNES shall function to provide engineering, TS 6-5 Proposed Amendment No. 37 2/16/7')

Review and/or prepare safety evaluations of all plant design changes.
7.
Audits as required by the Quality Assurance Program and as outlined in Section 6.5.3.8.
AUTHORITY 6.5.2.4 Qual Assurance is responsible to the Super-intent.nt - Power Plant Design and Construction Steam Plant Engineering and Power Plant Design, although not directly responsible to the Manager.-Nuclear Power, are available for special projects and support as it applies to the Kewaunee Plant. The remainder of the CNES is responsible to the. Manager
-Nuclear Power.
6.5.3 NUCLEAR SAFETY REVIEW AND AUDIT Com!ITTEE (NSRAC) 6.5.3.1 The NSRAC shall function to provide independent review and audit of designated activities in the areas of:
a.
Nuclear Power Plant Operations b.
Nuclear Engineering c.
Chemistry and Radio-Cl emistry d.
Metallurgy e.
Instrumentation f.
Radiological Safety g.
Mechanical and Electrical Engineering h.
Quality Assurance Practices 1.
Other appropriate fields as determined by the Committee, to be associated with the unique characteristics of the nuclear per
,tuut.
COMPOSITION 6.5.3.2 The NSRAC shall be composed of, but not necessarily limited to:

a.
At least three technically qualified persons who are not members of the plant staff, one of whom will be Chairman, b.
One member from the supervisory staff of the plant.
c.
At least two qualified non-company affiliated technical consultants.
d.
Plus in-house staff management advisors as required.
The Committee membership and its Chairman and Vice Chairman shall be appointed by the Vice-President - Power Supply & Engineering or such person as he shall designate.
Each member of the NSRAC shall have an academic degree in an engineering or physical science field; and in addition, shall have a minimum of five years technical experience, of which a minimum shall be in one or more areas given in 6.5.3.1.
ALTERNATES 6.5.3.3 Alternate members shall be appointed by the NSRAC Chairman, upon approval by the Vice-President - Power Supply and Engineering, to serve on a temporary basis; however, no more than two alternates shall participate in NSRAC activities at any one time.
CONSULTANTS 6.5.3.4 Consultants may be utilized as determined by the Chairman - NSRAC to prov.de expert advice to the NSRAC.
MEETING FREOUENCY 6.5.3.5 The NSRAC shall meet at least ot :e per calendar quarter during the initial year cf p? ant operation following fuel loading nec at least once per six months thereafter.

Any other area of plant operation con-l20 sidered appropriate by the NSRAC or the Vice President - Power Supply &
Engineering.
AUTHORITY 6.5.3.9 The NSRAC shall report to and advise the Vice President - Power Supply & Engineering on those areas of responsibility specified in Section 6.5.3.7 and 6.5.3.8.
RECORDS 6.5.3.10 Records of NSRAC activities shall be prepared, approved and distributad as follows:
a.
Minutes of each NSRAC meeting forwarded to the Vice President - Power Supply
& Engineering within 14 days following each meeting, b.
Reports of reviews required by Section 6.5.3.7e, f, g and h ab ve..:orwarded to the Vice Presideat - Power Supply &
Engineering within 14 days following completion of the review.
c.
Reports of audits performed by NSRAC shall be forwarded to the Vice President -
Power Supply & Engineering and to the management positions responsible for the areas audited within 30 days after completion of the audit.

6.7 SAFETY LIMIT VIOLATION 6.7.1 The following actions shall be taken in the event a safety limit is violated:

be resumed until authorized by the Commission.
b.
The Safety Limit violation shall be reported to the Commission, the

-Nuclear Power, and to the NSRAC-Chairman, c.
The Report shall be prepared in accordance with Section 6.9 of the Technical Specifications.
6.8 PROCEDURES 6.8.1 Written procedures and administrative policies shall be established, Lnplemented and maintained that meet the requirements and recommendations of Section 5.1 and 5.3 of ANSI N18.7-1972.

6.8.3 Temporary changes to procedur+ a of 6.8.1 above may be made provided:
a.
The intent of the original procedure is not altered, b.
The change is approved by two members of the Plant Management Staf f, at least one of which holds a oenior Reactor Operator's License, if the procedure affects nuclear safety, c.
The change is documented, reviewed by the PORC, and approved by the Plant Superintendent.

5.0 ADMINISTRATIVE CONTROLS 5.1 Organization, Review and Audit a.
Organization 1.
The Plant Superintendent has on-site responsibility for the operation of the facility and to assure that the limits as noted in the environmental specifications as defined herein are not exceeded.
2.
The Plant Superintendent shall report to the Ibnager
- Nuclear Power.
In the absence of the Plant Superintendent, an Assistant Seiperintendent will assume his responsibilities.
3.
The Staff Environmental Engineer, reporting to the Manager - System Planning and Engineering has primary responsibility for the initiation and execution, by technically competent personnel, of the environmental surveillance and special studies which are required by the environmental technical
,10 specifications. In the absence of the Staff Environmental Engineer, the Environmental Specialist will assume his responsibilities.
4.
The Staff Environmental Engineer has primary responsibility for directing the testing work as assigned to j independent consultants who have the task of sampling and performing the studies.
l b.
Review and Audit 1.
The Plant Operations Review Committee (PORC), as described in the Plant Technical Specifications, Appendix A, Section 6, shall have the responsibility of performing the review and audit of those sections of the program which refer to the allowabic limits for temperature and chemical discharges.

The Nuclear Safety Review and Audit Committee, as described in the Plant Technical Specifications, Appendix A, Section 6.0, supplemented as necessary by technically qualified personnel, shall have the responsibility of performing the review and audit of the environmental monitoring, surveillance, and special studies programs as they pertain to plant operations.

5.0 ADMINISTRATIVE CONTROLS 5.2 Actions to be Taken in the Event of Violation of the Environmental Technical Specifications Any occurrence in violation of any portion of the environmental technical specifications shall be reported a.
and promptly reviewed by the Plant Operations Review Committee. The occurreace shall be reported to the 10 runager
- Nuclear Power, Superintendent - Kewaunce Plant and the Staff Environmental Engineer.
b.
The Plant Operations Review Committee (PORC) shall prepare a separate report for each such occurrence.
This report shall include an evaluation of the cause of the occurrence and also recommendations for appropriate action to prevent or reduce the probability of a re-occurrence.
The Staff Environmental Engineer responsible for the program shall prepare a report of his findings.
c.

Copies of all such reports shall be submitted to the Ibnager
- Nuclear Power, and to the Superintendent -
Steam Plants for review and approval of any recommendations, The Plant Superintendent or his designee shall notify the NRC within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />; as specified in Specification e.
6.9, Appendix A, of the circumstances of any occurrences. A written report shall follow in accordance with the requirements of Specification 6.9 of Appendix A.

All such occurrences shall be reported in accordance with Plant Operating Requirements.
