JAN 12 G73 Docket No: 50-341 APPLICANT: Detroit Edison Company FACILITY:
Enrico Fenni Atomic Power Plant Unit 2
SUBJECT:
SUMMARY
0F JANUARY 4, 1979 MEETi REGARDING FERMI 2 LICENSING SCHEDULE The meeting was called to hear the applicant's request for revision of the Fermi 2 licensing schedule (letter from W. Jens to H. Denton dated December ', 1978)
The applicant was represented by Dr. W. H.
Jens, Mr. L. Schuennan and P. Marquardt, Esq. The staff participants were Mr. H. Denton, Dr. R. Mattson, S. Treby, Esq., and Messrs. F. Schroeuer, R. Boyd, D. Vassallo, J. Stolz, and L. V.intner.
The applicant expressed concern that insufficient time was allowed in the staff's licensing schedule for the contested public hearing and that priority assigned to Fermi 2 review was inadequate.
The staff said that current priority for the Fermi 2 review is considerably higher than the priority shown in the enclosure to the December 6,1978 letter. The staff said it may be possible to issue the supplement to the safety evaluation report in November instead of December 1979 as scheduled, thus allowing the radiation portion of the hearing to start one month sooner. The staff also said that in light of the substantial review of the FSAR reported in the Interim Safety Evaluation Report for Fermi 2 it may be possible to complete the review by some branches sooner than the scheduled date of June 22, 1979. The review of FSAR Sections 4, 6.3 and 15 was not included in the earlier portion of the operating-license review and will likely require the time scheduled to complete unless resolution of outstanding issues can be expedited.
As a result of the meeting, the staff agreed to meet in early March 1979 to identify outstanding issues prior to preparation of the safety evaluation input by individual branches.
If these are resolved in an expeditious manner by the applicant, it ;nay be possible to prepare and issue the Safety Evaluation Report prior to the scheduled date of August 31, 1979.
