Dear Ms. Reinert:

By letter dated October 13, 1978, Mr. Lee V. Gossick advised you that the Nuclear Regulatory Commission's technical staff was continuing to review justification of Newport News Industrial Corporation's proprietary claim in relation to three documents previously withheld from public disclosure.

That review has now been completed and I am providing you with the portions of the documents listed in Appendix A which have been deter-mined to be non-proprietary.

The remaining portions of these documents continue to be proprietary and are being withheld from public disclosure pursuant to exemption (4) of the Freedom of Information Act (5 U.S.C.

552(b)(4)) and 10 CFR 9.5(a)(4) of the Commission's regulations.
