Dear Memters of the Convent:

I am writing in response to your recent letter conveying your concerns about the proposed construction of a nuclear power plant in the Philippines and your opposition to the granting of an export license for this plant by the Nuclear Regulatory Connission.

At present, the NRC, which is an independent. regulatory agency, is awaiting the final views of the U.S. Executive Branch agencies.before deciding aboirt this proposed export license. NRC is responsible for carefully.considering the national security aspects of any proposed export, and will not license the export unless all of the requirements of U.S. law are met.

Thank you for providing your views, which will be considered in reaching our decision.
