This is in regard to your letter of November 18, 1978, to N. B. Hughes which issued Amendment No. 18 to operating license No. DPR-68 for Browns Ferry unit 3 and my letter to you of November 30, 1978, concerning MCPR operating limits. After a further review of the data available and a meeting with members of your staff on January 3, 1979, TVA has car cladad that an additional conservatism should be added to the MCPR operating limit now in effect on Browns Ferry unit 3.
This conservatism is is result of concerns that the REDY transient code is deficient in conservatively predicting pressurization transients.
Enclosed are requested changes to the Browns Ferry Nuclear Plant unit 3 technical specifications which will result in the following limits.
The MCPR operating limit from the beginning of cycle 2 to the end of cycle 2 minus 2000 MRd/T is 1.24 for 8x8 fuel and 1.21 for 8x8R fuel; and the limit from the end of cycle 2 minus 2000 mwd /T to the end of cycle 2 is 1.24 for 8x8 fuel and 1.24 for 8x3R fuel.
This proposed amendment is in response to a condition imposed by NRC on Amendment No. 18 to operating license No. DPR-68; therefore, we believe this proposed amdment is exempt fro:n ths license fee requirements of 10 CFR Part 170.22.
