Dear Mr. Keppler:
In accordance uith Reference 1, this is to inform you of abnormal degradation discovered in the primary reactor containment during periodic Type B and C surveillance leakage rate testing.
As a result of conducting periodic Type B leak tests on electrical penetrations, the leak flow rates determined from electrica] pene-tration Nos.
3, 4 and 6 exceeded the permissible leak flow rates as defined in Technical Specifications, Section 5. 2.1. 2 (b) 4.
The test leakage rates were determined to be 0.412 SCFH on No.
3, 8.27 SCPH on No. 4 and 0.619 SCFH on No.
6.
The Acceptance Criteria is 0.375 SCFH.*
The tests were performed on January 15, 1979.
Prompt notification of test results to Mr. Ken Ridgway of the U.
S. Nuclear Regulatory Commission Region III was accomplished at 0949 on January 16, 1979 by John D.
Parkyn, LACBWR Assistant Superintendent.
- Shall not exceed 1% of leakage rate L where L is 37.5 SCFH.
