Dear Secretary Chilk:
It has recently come to my attention that several meetings have been held between officials of the Long Island Lighting Company and the Nuclear Regulatory Commission regarding the issuance of the NRC Staff's Safety Evaluation Report for the Shoreham Plant.
To my knowledge, no public notice has been issued indicating the time and place of these meetings and the topics under consideration.
Nor have I received any minutes relating to the business transacted at these meetings.
It appears that the failure of the NRC Staff to provide notice of these meetings and to thereafter prepare and circulate to 1.ntervenors a summary of the topics under discussion (exclusive of proprietary or classified information) violates the Commission's policies.
See " Domestic License Applications - Open Meetings and Statement of NRC Staff Policy", 43 Federal Register 28058 (June 20, 1978) attached hereto.
Accordingly, I respectfully request that complete summaries of all previous meetings held between the Applicant cnd Staff
"....as part of the review" of the proposed license application be prepared and circulated to the intervencrs in this proceeding.
I would also request that we and the other intervenors in this case be given timely notice of any and all future meetings falling within the purview of the NRC's open-meeting policy cf.ted abcve.
