Dear Mr. Clarke:

This is in response to your letter dated March 9.1978 to Chairinan Hendrie.

i t.et me say at the outset that unfortunately the problem you raised is not unique to you.

I have had similar complaints from other licensed applicants. The delays you have experienced result in part from severe personnel problems in the Radioisotopes 1.icensing Branch and from a number of a61tnistrative deficiencies.

When the situation was first brought to my attention. I innediately asked that the problems be identified j

5 so that corrective action could be taken. Towards this end. I currently I

have two in-depth studies under way, one in the area of document control and the other in personnen. This problem has my undivided attention. I

can assure you that the situation will be corrected so that we can provide timely and affective review on license applications.

Phase I of one of the studies is already completed and the other study will be completed in two weeks.

However, rather than wait for the ccmpletion of i

these studies, we are currently taking certain interim corrective actions which will improve the situation.

I appreciate your bringing this to any attention and I regret that we have been rectiss in delaying review of your source and device designs.

I have instructed my staff to take imediate steps to review those items specified in your letter and to communicate with you as soon as possible.
