TRIP REPORT - INSPECTION OF THE TRENCHES AT THE GENERAL ELECTRIC VALLECITOS NUCLEAR CENTER SITE

Purpose:

Preliminary overview of the trenching perfonned to better understand the site geology and seismicity as part of the site characterization. Place and Date: VNC and vicinity, California, October 17-18, 1973 Attendees: See attached list (Attachment 1) Backaround: General Electric proposed a program, in consultation with NRR, for additional geological work to resolve the question of the postulated Verona fault as currently mapped. Five trenches have been proposed with the following purposes in mind: 1. To explore possible faults crossing GETR and Pu lab foundation area; 2. to explore photo lineaments in the vicinity of GETR and Pu lab; 3. to explore inferred fault trace along " linear hill front" in area remote from landsliding; 4. to explore possible connections between the postulated Verona fault and Las Positas fault; 781214o33y

This work has been prompted by NRR's review concerning the show cause order which halted GETR operat'ons (License No. TR-1). Such work is of interest to NMSS since the.i SNM activities as covered under License No. SNM-960 are located on the same site. The SNM license is currently under review. The NMSS natural phenomena review team which is reviewina several Pu. facilities has been involved in the VNC site evaluation. Discussion _: Five trenches were open for preliminary inspection. The approximate trench locations and purpose of the individual trenches are shown in Attachment II. Three of the trenches (Trenches A, B and E) had preliminary logs (Attachment III) available for the meeting attendees' infomation. An additional trench not listed in the above attachment was located east of Building 102 (Pu lab) near the Lake Lee drainage ditch. The purpose was to explore photo lineaments in that area. I shall label this as Trench F. The following observations in each trench during the inspections are discussed below. At this point it should be noted that these are preliminary comments and it is essential to have detailed logs of the trenches before a valid assessment appropriate to the geologic and seismic characterization of the site can be made based on the trench data. Trench A explored possible connection between postulated Verona fault and Las Positas fault. Identification of this connection would support the postulation of the Verona as a low angle thrust fault. The most significant feature observed in this trench was the two distinctly different types of gravel interfacing. No shear plane was really identified at this interface or any other place in tne trench. Trench B explored possible faults crossing and photo lineament near the VNC structures of concern and delineated shears at two of the landslide and sample scil horizons for possible C age dating. Two prominent shear planes were observed at the base N the hill near the GETR. The two planes are at distinctly different angles running

L. C. Rouse. together at one point. A third shear plane was observed at the oppo-site end of the trench near Building 102. Tt.e shear plane was well def'ncd on one side of the trench but ill-defined on the opposite side. Several mini trenches were dug next to the observed shear plane in an attempt to track it. It was noted that the plane was not well defined in the mini trenches but appeared as a mixture of different material. In many of the mini trenches this mixture didn't even exist. The shear plane did not appear to follow a regular defined path as one would expect for a tectonic originated mechanism. In all of the she.sr planes it was noticed that the interface surface was suggestive of one time movement in one direction rather than multidirecti'.nal or pulsing interfacial surface scars. C samples u were taker from an area of the trench near the GETR facility. Trench E explored inferred fault trace along " linear hillfront" in i an area remote from landsliding. No distinctive features were clearly l observed. i Trench D as to define slip planes in headscrap area to corroborate existence of ancient landslide complex. Observations in that trench did not seem to illustrate the presence of slip planes in headscrap. i GE plans to continue excavation to locate these planes. l Trench F was to explore the photo lineamencs near the Building 102. A slip plane was observed; however, it was discontinuous when traced to lower levels. The two materials were mixed at the lower level. Again the slip interface surface was suggestive of one time movement. 2

== Conclusions:== Preliminary observations have shown the need for detailed logging of the trenches. GE expects to complete this logging and submit them prior to the next NRC site visit. NRC will review the logs and determine critical features which will require examination. This site visit is tentatively schedule for the week of Novemba 13, 1978. NRR has prepared a list of recommendations (Attachment IV) as a result of this site visit. f /. ft/L R. T. Purpose:

explore possible connection between postulated Verona fault and Las Positas fault. Potential Ambiguities: distinguishing between major tectonic fault features and minor shears which occur throughout Livermore Gravels. Trench B - 1200 feet in two segments near GETR. Depth sufficient to pene-trate colluvium and bottom in Livermore Gravels.

Purpose:

explore possible faults crossing GETR foundation area and photo lineaments west of GETR. Delineate shears at toe of landslide and sample soll horizons for possible C age dating. g Potential Ambiguities: same as Trench A. Unreliable age date of soil horizons due to contamination from younger organic material. Trench C - 800 feet across inferred fault trace at base of hillfront near Syca-more Road north of probable landslide.

Purpose:

explore inferred fault trace along " linear hillfront" in area remote from landsliding. Possible Ambiguities: alluvium at base of slope too des to penetrate and with insufficient structural features to preclude faulting. Possible that hillfront in area of trench is part of larger ancient landslide block. Trench D - 400 feet across landslide headscarp.

Purpose:

define slip planes in headscarp area to corroborate existence of ancient landslide complex. Potential Ambiguities: talus and colluvial debris in landslide pull-away area too deep to permit uncovering of principal slip planes.

Trench E - Contingency trench, 800 feet, north of Sycamore Road across in-ferred fault trace.

Purpose:

to be dug in the event that conditions in Trench C are not conclusive. Trenches wal be located approximately as shown on the attached map, subject to fleid conditions and access problems. Trench walls will be cleaned and logged in detail. ~ a e ef

ATTACHMENT IV NRR RECOMMENDATIONS ON SITE INVESTIGATIONS

GE Test Reactor Reco==endations as a result of October 17, 1978 site visit General Co==ents 1. Provide accurate trench locations on relevant topographic =aps such as Figures 4, 7 and 14 of April 1978 geologic investi-gation report. All trenches excavated to date should be logged and location noted. 2. Detailed (expanded scale) logging of questionable or interesting features should be provided and cross trenches, deepening and setbacks should be considered at these areas. 3. Provide an assess =ent as to ?. of co=pletion of logging on all logs that are provided and also the na=e of the individual logging particular locations. 4 Soil age deter =ination and careful logging of paleosol horizons with detailed logging of areas of apparent offset or flexures should be undertaken. 5. In areas of questionable or interesting features, both walls and the floor of the trench should be logged in detail. 6. Age dating, stratigraphic analysis includin; pebble counts and other =ethods of discri=inating Liver = ore gravel units fro: = ore recent celluvial deposits should be undertaken. 7. Until a =ain scarp and associated surface of rupture are located for the =apped landslide co= plex, detailed stability analysis is of questionable value. So=e li=ited sa=pling and strength testing of sheared nacerials in the toe of the hillside are suggested. If you cannot locate =ain scarp and associated surface of rupture, be prepared to discuss the i= pact on landslide cc= plex interpretations. 3. Trench logging geologists should be faciliar with other trenches in the area, especially in delineating stratigraphic fea ures. 9. In trench logging, subtle features can often be the key to under-standing structure and detail in these areas should be e=phasi:ed. 10. Consideration should be given to the careful deter =ination of a=ounts of both lateral and dip-slip f ault offset on given faults especially as they relate to the tectonics of the Liver = ore area.

- 11. Trench C terminology should not be used for a trench in the site area. The location of trench C near steeply dipping Liver = ore gravels.which appear cutoff and in the area of some wells is still considered a better location than E and a trench secewhere in this area oriented across structure and tied to known Liver = ore gravel units could be useful. An attempt should be =ade to locate such an area. Trench 3 1. Detailed logging of offset soil units co=plimented by age dates is needed. 2. Trench 3, extended section - it would be useful to trace out the apparent offset to the east and west, a trench in area of north side of hill next to pond should also be considered. 3. Trench B, extended section - consideration should be given to the apparent fault in this trench striking teward a fold axis in the Bricnes Formation to the WNW (See Figure 14, April 1978 report). Trench A 1. Trench A should be stepped back and thoroughly studied in the deep celluvial area (1120-1245 section). This section of trench is anomalous and some reviewers believe that there were some shears perceptible in the current exposures. 2. The caliche-rich clay units above the =iddle conglacerate unit should be logged in greater detail. These units are =assive and offset features =ay not be ebvious in them. 3. The middle conglomerate unit in trench A does not appear to be lithified as in other exposure. Is it the Middle Congle=erate uni ? 4 Area 945-955 indicates a significant change in dip angle across a possible shear. Study in this area should be expanded by setback or an additional trench. Leg in detail. 5. Plot La Costa tunnel shear :ene strike and dip en :cpcgraphic map and extend to Trench A. Trench E 1. Is Trench E in Liver = ore gravels or not? Approxi=ataly 2000 f to the east, steep bedding dips are cbserved. Orientation of trench would parallel fold axis of projected syncline. As suggested for Trench C, orientatien of trench to s::ike acress structure wculd be useful. Suggest extension of : ench to north with change in strike to north as far as possible in order to cut ac :ss strue:ure.

s ~ 2. Subtle features are noted in trench E and logging should be carefully done throughout with careful observation of possible daceable materials. \\ 3. ThegravelunitsintrenchEareagthesametopographicelevation as the Pleasanton valley floor. C dates at some depth below this floor have been dated at 2-3,000 years. This fact, coupled with the ESA =ap, the drastic changes in dip from exposures nearby to horizontal in the trench and the general lithologic content, place in so=e question the age of units in Trench E. 4 Provide a velocity model at E and compare it with a velocity codel at a known Livermore gravel unit location. Su==ary 1. It is our view that priority should be given to investigations in the postulated backscarp area and to tracing the apparent offset observed in trench 3 extended (we have termed this trench 31 and would encourage use of 31, 32 for trench 3. Age dating of soil and detailed +1ogging of soil offsets should also have high priority. 2. We have scheduled a meeting at the site for Nove=ber 15 and 16, 1978 and would request that co=pleted logging and seismic work be forwarded to us when available. From this information we will develop a tentative agenda for the meeting which will include a su==ary presentation of the conclusiens of the trench and seismic investigations to date by CE and consultants. Although most time should be in the field with some conclusionary discussion at each trench. Ability to do this will depend on the quality and completeness of the tranch logging and the ti=e available to examine relevant features in detail. 3. The previous co==ents deal only with the current ongoing program. Any additional needs for information will be provided, if necessary, aften the November 15, 16, 1973 field trip. ._}}
