Gentlemen:

I am enclosing Amendment 13 to the PSAR for the Black Fox Station. Applicants intend to offer Amendment 13 into evidence at the upcoming hearings immediately after the completion the rebuttal testimony by Mr. Aaron Levine. Appli-cants also intend to introduce page 3.8-45c into evidence.

This page was inadvertently omitted from Amendment 12.

Counsel for the parties have agreed to the follow-ing order of issues for the December hearings:

a. Completion of the ECCS issues, -i.e.,

Questions 2-1, 2-2 and 2-3.

b. Fire Protection, i.e., Contentions 7, 8 and 9.
c. Post Accident Monitoring, i.e.,

Question 13-1.

d. ATWS, i.e., Contention 67.
e. Completion of QA-Special Processes, i.e., Question 10-4.

Items a. b. and c. should occupy the first week's hearingr

-- December 5-8. Item d. should consume December 11 and 12.

Item e. can be taken up after oral argument on December 13.

No agreement has been reached on issues to be taken up on December 14 and 15. By copy of this letter, I am requesting Mr. Farris to redouble his efforts to be prepared to litigate additional issues so that December 14 and 15 can be fruit-fully utilized as hearing days.

With respect to Contentions 8, 9 and 10 - Fire Protection, Applicants intend tc call two sets of witnesses.

Messrs. Gang and Johnson will testify and then be available for cross-examination on the GE scope of supply (the PGCC) with respect to Contentions 7 and 8. Thereafter, Mr. Engmann and Dr. Cox will testify on the Black & Veatch scope of supply and then be available for cross-examination.

You will recall that Applicants' witness on Ques-tion 10-4, Mr. Long, became ill and he was unable to testify.

Mr. Long's illness continues to prevent his appearance in this proceeding. Applicants now intend to sponsor the Long testimony through Messrs. William Gang and Lee Marquis.

These witnesses will be prepared to adopt the Long testimony as their own on December 13.
