Dear Mr. Foster:

I am writing in reference to your proposed project to excavate a.five foot diameter tunnel beneath Trenches 2, 3, and 11 at the Sheffield site which you described in letters to us dated April 17, 1978 and July 18, 1978 and in~a draft proposal provided to our staff during a June 27, 1978 meeting with the Illinois Department of Public Health (IDPH).

We have reviewed your proposal and conclude that it may provide field data which could be valuable to the NRC Waste Management Program and,

have no objections to you initiating this study. However, you should ootain similar approval from the Nuclear Engineering Company and the IDPH before you comence the work.

We note that you have invited the IDPH to oversee the excavation work in this project to assure that the excavate materials are monitored for radioactivity and, if required, disposed of properly. As you are aware, if IDPH chooses not to participate in this project, arrangements must be made to secure other trained personnel to perform this activity.

As for the project termination, you indicated that USGS would backfill the excavation upon project end, if requested. We believe backfilling will be appropriate and should be included in your plans but we will advise you as to whether or not this will be required at a future date.

Finally, we appreciate the opportunity to work with you on planning the project and look forward to continued cooperation and receipt of data and study results.
