Dear Congressman latta:
Your letter dated Eeptember 14, 1978 on behalf of Mr. Howard Black, Harathon Special Products, included as an enclosure Mr. Black's letter to you, dated Septembe-8,1978.
In his letter, Mr. Black requests clarification of the ilu: lear Regulatory Comission's intent with rescect to the qualification of equiprent in accordance with IEEE Standard 323.
IEEE Standard 323-1974 describes basic procedures for cualifying elec-tric equipment important to safety that is to be used in nuclear ocwer plants. This standard has been..eadersed, with sucolementary caterial, by Regulatory Guide 1.89, "Qualiff' cation of Class lE Equiprent for Nuclear Power Plants," dated flovember 1974 (copy enclosed).
Equipment qualification in accordance with Regulatory Guide 1.89 is on a prototype basis; i.e., only a prototype, and not each production unit, is qualified by test or analysis, as delineated in the Guide. Also, qualification is based on the specific application of the particular equipment at a nuclear power plant. Thus, the equiprent must be cual-ified to withstand the stresses to which it could be subjected, such as seismic and vibration rtresses, and the pressure, temcerature and radia-tion environment associated with a hypothetical loss-of-coolant accident, and continue to function for as long as r.ay be specified in the7 h.t'-
safety analysis.
