Dear Ms. Staggall:

Recently Nuclear Regulatory Cosmission Invoice 0568M (Enclosure 1) issued to Sandoz. Inc. for License 43-16547-01 w., returned to the Connission as "not deliverable as addressed - unable to forward". The invoice covered inspection fees assessed in accordance with 10 CFR 170.32 (Enclosure 2) of the Consission's regulations which were amended on Matth 23. 1978 to revise its schedule of fees for applications. licenses and approvals. The revised schedule included for the first time the assessment of fees for routine health and safety and safeguards inspections.

In reviewing the license file, we note that you informed the Commission by letter dated November it.1979 (Enclosure 3) that Sandor. Inc. was moving its research operations to Denver. Colorado and requested. that;wp n

License 43-16547-01 be terminated.

We acknowledge that License 43-16547-01 was terminated by the Consission

on February 25. 1980 based on your request. However, on March 5.1979, the date the license was inspected. License 43-16547-01 was a valid license and therefore subject to the Commission's regulations in effect at that time.

Accordingly. Invoice 0568M which covers the cost of conducting the routine inspection of the $sndoz. Inc.tesearch facility is due and payable and should
