The first reason revolves around a well founded lack of trust in the SRC to insure that the public interes't both = ental and physical is the primary consideration in decisions made concerning the clean-up operations.

A perusal through the histo:y of agencies charged with protecting both workors cnd the generel public frc: radiation exposure reveals a record thct 10 hardly stellar.

I contend that never was any other method of removing Kr S ever seriously considered.

It was a foregone conclusion thet the gases would be vented.

Only public outcry to the contrary prompted the NRC to cursorily examine other methods.

In exploring alternatives to venting, I was interested to reed sc e as terial written by Geof f rey G.

Eichholz, Profe ssor of Nuclear EngineerinE at the Georgia Institute of Technology which stated that "The cajor adv6ntage of the cryogenic distillation process for adsorption of noble gates is its precent high technological level."L He goes on to say that " liquid air plcnts have been in existence for decades, and thus conciderable knowledge has been assembled on materials of construction, valves, cceprescorp, distillation column design, rodes cf opera tion and reliability.

Specific cryogenic processes recovering natural krypton fro air have elso been operated for some time.

Because cf this, projected capital and operating costs for a fission-product nobic-Eas removal sy ste= ore well defined.!'

Pcssible " future uncontrolled releases of Kr 85 " frc= stcrage is listed as one of 5 everal disadvantages for each of the alternatives to venting.

If the nuclear industry cas o curies of the relatively short-lived Kr"3,t safely store 57,000 how can we possibly e.:;ect the: to store radicnuclides which are far more dangerous and long lived?

The i=plications are truly frightening

The accese:ent gives none of the background dota from which the NRC staff d rew infor ation in order to arrive at their conclusions.

While it may have been i=possible to include thin in the assesscent

document, it, shculd have been more accecei"le.

I ?:,e r.enrd NRC representatives state in one breath that "we do

,ei th tachground rad ia tion, living in Denver for a week, getting a chett x-ray.

These latter statements suggest that the.'JRC still

all the tire, a little core frc venting the krypton won' t hurt much.
