RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE 1.208 A PERFORMANCE-BASED APPROACH TO DEFINE THE SITE-SPECIFIC EARTHQUAKE GROUND MOTION This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic review of Regulatory Guide (RG) 1.208, A Performance-Based Approach to Define the Site-Specific Earthquake Ground Motion, issued March 2007. The RG describes methods that the NRC staff considers acceptable in the development of the site-specific ground motion response spectrum (GMRS). The GMRS represents the first part of the development of the SSE for a site as a characterization of the regional and local seismic hazard. The final SSE must satisfy both 10 CFR 100.23 and Appendix S, Earthquake Engineering Criteria for Nuclear Power Plants, to 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities. As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the RGs continue to provide useful guidance. Documentation of the NRC staff review is enclosed.

Based on the results of the periodic review, the staff concluded that revisions to RG 1.208 Revision 0 are warranted at this time and the revision should be done in two phases. The immediate need is to update references and some basic technical definitions to bring the RG to full compliance with already established staff positions. The long-term revision will require the completion of the ongoing research activities in site-response calculations and methodologies.

The NRC staff plans to conduct analyses to address the identified issues and revise RG 1.208 accordingly. The short-term activity would start in FY2020 and the long-term update is planned to commence in FY 2021 with completion in FY 2023 depending on funding limitations and staff priorities.
