Attached, please find the monthly summary of marine turtle removals for September 2019. This month we captured 15 Caretta caretta and 123 Chelonia mydas in the intake canal of the St. Lucie power plant on Hutchinson Island. Three sea turtles were sent for rehabilitation for non-causal injuries and there was one non-causal mortality during the month of September. As with all sea turtle strandings at the Saint Lucie Plant, the Florida Fish and Wildlife Conservation Commission (FWC) was consulted and stranding forms were filed with the state through the Sea Turtle Stranding and Salvage Network. In addition, one smalltooth sawfish was entrained into the intake canal during September.

On September 7th, a smalltooth sawfish (Pristis pectinata) became entangled in the turtle capture nets at the St. Lucie Power Plant intake canal. Additional resources from IRG, FPL, and Harbor Branch Oceanographic Institute (HBOI) were called in to assist with the removal. Removal was completed according to the Smalltooth Sawfish Handling, Transportation, and Release Protocols (FPL 2007) and recent smalltooth sawfish on-site training (2016). The smalltooth sawfish was an immature male with a total length of 312 cm and an estimated weight of 125 kg. The animal was in good condition with only minor fresh scrapes. Tissue samples were collected and tags applied by HBOI biologists under NMFS permit 21043. It was successfully released into the ocean adjacent to the intake canal beach access. Thereafter, IRG biologists monitored the three-mile stretch of beach near the release site for any possible delayed impacts on the captured smalltooth sawfish for seven days. The incidental take limit established by the 2016 Biological Opinion set forth by NMFS is one non-lethal capture (take) of U.S. Distinct Population Segment smalltooth sawfish every five years.

However, since this is the third smalltooth sawfish encountered in the intake canal since the latest Biological Opinion was issued, FPL is already under consultation with NMFS regarding this matter.

Three turtles were sent to a rehabilitation facility for non-causal injuries this month. On September 16th, a juvenile green turtle was dip-netted that had significant predator bite marks in its carapace and plastron. It was taken to the Loggerhead Marinelife Center (LMC) in Juno Beach where its injuries were later described as probable dolphin bite marks by the rehab center veterinarian. On September 18th, an adult female green turtle was captured in the tangle nets that had monofilament line trailing from its cloaca. This turtle was successfully rehabilitated at LMC and has since been tagged and released. On September 27th, an emaciated and lethargic adult male loggerhead was removed from the primary 5-inch barrier net. This turtle also had old healed injuries consistent with a past shark attack (healed missing front flipper and extensive scarring in the anterior plastron). IRG biologist transported this turtle to LMC. All three turtles were sent to rehab for injuries or illness that were unrelated to the power plant and were therefore classified as non-causal.

There was one non-causal mortality this month. On September 10th, a moderately decomposed juvenile green turtle was recovered from the 5-inch barrier net. The turtle was too decomposed to necropsy. Although the cause of death could not be ascertained, after consultation with FWC the animal was regarded to have been entrained postmortem and was therefore considered non-causal.

The high winds and storm surge during Hurricane Dorian significantly restricted access to the intake canal from September 1st thru the 3rd. However, in cooperation with FPL, three juvenile green turtles were recovered from the 5-inch barrier net and released into the Indian River Lagoon. In spite of the challenges inherent in monitoring the intake canal and capturing and assessing turtles during the storm, these actions likely prevented storm-related mortalities.

Although water did not come over the top of the 5-inch barrier net during the storm, one small juvenile green turtle did make it past the first barrier net. This turtle was promptly hand-captured in good condition, tagged and released.

Weighing only 1.9 kg, it was similar in size to other turtles which have been encountered beyond the primary barrier net in the past.

On September 9th, Morgan & Eklund, Inc. completed a bathymetric survey of the entire intake canal and Big Mud Creek.

On September 23rd, Underwater Engineering Services performed the quarterly net inspections on the first two barrier nets (the 5-inch and 8-inch A-1-A) as well as the semiannual inspection of the 10-inch U.I.D.S. net. No holes were found during the quarterly net inspections.

The primary 5-inch barrier net encountered moderate-to-severe loads of algae during the month. Underwater Engineering Services, Inc. periodically inspected the barrier net and removed accumulated algae and debris as needed.

Lastly, there was also a power plant outage during the middle of the month that lasted for approximately two weeks for equipment repairs.

The tag numbers and morphometric data for all turtles captured during the month have been included with this report (see attachments/addendums). Also included is a spreadsheet for all captures, mortalities, injuries, and causal events delineated by species and by month for 2019. In addition, this spreadsheet tracks fresh scrapes incurred on captured turtles for the current month, as well as the entire year.
