Enclosed are proposed changes to the Technical Specifications (Attachment A) for operation of James A.
Fit:: Patrick Nuclear Power Plant during Cycle 4.
The proposed changes are supported by a safety evaluation of the reload fuel design, General Electric Company Report, NEDO-24242, " Supplemental Reload Licensing Sub-mittal for James A.
FitzPatrick Nuclear Power Plant, Reload 3",
February 1980 (enclosed are 20 copies), and by detailed supporting information (Attachment B).
NEDO-24242 presents the results of Cycle 4 reload analyses of vessel pressurization and thermal transients in order to determiae the most limiting overpressure and power increase transients with respect to safety limits as set forth in the proposed changes to the Technical Specifications.
The changes are intended to assure that operating limits will not be exceeded during Cycle 4 operation.
The analyses reported in NEDO-24242 follow the format shown in Appendix A of General Electric's approved Licehsing Topical Report, NEDE-240ll-P-A (Proprietary), ' General Electric Boiling Water Reactor Generic Reload Fuel Application", August 1979.
The results of this reload analysis for Cycle 4 operation, summarized in NEDO-24242, demonstrate the ability of the plant to operate safely within the constraints of the newly calculated safety limits.

i The James A.
FitzPatrick 13uclear Power Plant is currently in its third cycle of operation.
The unit is expected to be refueled and ready for Cycle 4 startup in June 1980.
The Authority has classified this Application for Amendment to the Operating License as Class III, as it involves the single safety issue of the introduction of a new fuel design for Cycle 4 operation.
Enclosed is a check in the amount of $4,000 as the filing fee per 10 CFR Section 170.22, which the Authority pays under protest pending a final determination of the legality f
the fee schedule.
Enclosed for filing are three (3) originals and nineteen (19) copies of a document entitled " Application for Amendment to Operating License", together with forty (40) copies of Attachment A and B, thereto.
