Dear Mr. McCorkle:

Your letter dated July 10, 1979 approved our Safeguards Contingency Plan and established license condition 9.1.B to be effective 30 days after receipt. Your letter was received by UNC on July 16, 1979. This same date UNC Naval Products was notified of an anti-nuclear demonstration by the Committee For Non-Violent Action (CNVA) to be held August 6, 1979 at the entrance to our plant.

This required an additional amount of security attention and effort to gather intelligence and coor-dinate planning with local law enforcement authorities.

Because of this increased security work load caused by the anti-nuclear demonstration it is requested that the effective date of license condition 9.1.B be extended 15 to 30 days to provide additional time to complete adequate and meaningful procedures training for the security force.
