Guide - Lightning Protection for Nuclear Power Plants AECM-80/17 Mississippi Power.& Light Company wishes to comment an the Draft Regulatory Cuide and Value/ Impact Statement of August, 1979 entitled
" Lightning Protection for Nuclear Power Plants" - Task RS 705-4.
The Regulatory position as stated is reasonable and acceptable.
It basically endorses the provisions of existing standards, but requires more stringent provisions for protection in those cases where a given transform-er is supplying power to systems that are redundant to one another.
The Draft Value/ Impact Statement, however, is overdone in some areas, and places emphasis in the wrong area.
First, it seems to imply that there is little known or available in protection which is far from the truth.
Such protection is well developed and well proven.
In addition, the emphasis should be on assuring independent power sources for redundant systems and functions rather than on making bigger and better provisions for lightning protection, It is difficult, if not impossible to add protection that guarantees that lightning will not cause damage, and it is certainly more practical to use separation and independence of supplies to insure against ccm=on mode failures.
