Dear Mr. Grier:

NRC Inspection and Enforcement Bulletin 79-25 dated November 2, 1979 requires an inspection of Westinghouse Type BFD relays. The need for this inspection was the result of a failure of this type relay when operated continuously in the normally energized mode. It was subsequently discovered that certain replacement relays of the same type exhibited marginal or unsatisfactory performance due to insufficient armature travel. These problems were first reported by the H. B. Robinson facility.

A review of the Shoreham design has revealed that neither the NSSS nor BOP safety related systems utilize Westinghouse type BFD relays. No such relays are planned to be used at Shoreham Unit 1. Quality Assurance has been apprised of the information contained in this bulletin.
