. 1.0 Definitions Annually--Annually is once per calendar year at intervals of twelve calendar months, plus or minus 30 days.
NPDES PERMIT--An NPDES permit is the National Pollutant Discharge Elimination System Permit No. TN 026450 issued to the Tennessee Valley Authority (TVA) which authorizes point source discharges from the Sequoyah Nuclear Plant, to the Tennessee River.

. 3.0 Environmental Monitoring The final NPDES permit specifies the specific effluent limitations for thermal, chemical, and sanitary waste discharges originating from the facilities as well as specific ef fluent and instream (abiotic and biotic) monitoring and reporting requirements necessary to determine compliance with the effluent limitations.
Copies of the NPDES permit monitoring reports are submitted to NRC in accordance with the requirements of the NPDES permit. Any sr'isequent revisions in the terms of the NPDES permit will be submitted to the NRC for information. No other specifications have been separately identified or incorporated in Section 3 of these technical specifications by the NRC.
Sequoyah Nuclear Plant Unit 1 Environmental Technical Specifications 4.0 Special Studies and Requirements The final NPDES permit specifies the special studies necessary te comply with the permit. Any subsequent revision in the terms of the NPDES permit will be submitted to the NRC for information. No other specifications have been separately identified or incorporated in Section 4 of these technical specifi-cations by the NRC.

5.0 Administration Controls This section describes the administrative and management controls established to provide continuing protection to the environment and to implement the environmental monitoring and special programc described in Sections 3 and 4 (excluding NPDES permit or other environmental matters regulated by EPA) of the environmental technical specifications. Measures specified in this section include the assignment of responsibilities, organizational structure, operating procedures, review or audit functions, and reporting requiremects.
5.1 Responsibility 5.1.1 Plant The power plant superintendent has responsibility for operating the plant in compliance with these technical specifications.
5.1.2 Corporate The Director, Environmental Compliance, has responsibility for assuring iuplementation of the environmental technical specifications and assuring that plant operational procedures provide continued protection of the environmer.t.
5.1.3 Coordination The Manager, Nuclear Regulation and Safety, has the responsibility for ensuring the coordination of environmental technical specifications with the safety technical specifications.
5.2 Organization 5.2.1--The organization of TVA management which directly relates to operation of the plant is shown in Figure 5.2-1.
Sequoyah Nuclear Plant Unit 1 Environmental Technical Specifications 5.2.2--The principal organizations within TVA which are concerned with environmental matters related to nuclear power plant operations are the Office of Power, Office of Natural Resources, and the Office of Management Services. The Of fice of Power is directly responsible for operating the plant in accordance with specified requirements and conducting onsite monitoring.
The Office of Natural Resources is responsible for providing technical guidance, assistance, monitoring, and other services as needed for environmental compliance.
The Office of Management Services is responsible for independent review and audit of procedures for meeting environmental specifications and limits. The organizations above report to the General Manager as shown in Figure 5.2.2.
5.3 Review or Audit 5.3.1--The Office of Management Services is responsible for independent review and audit of procedures for meeting environmental specifications and limits.
5.3.2--The Of fice of Power Quality Assurance and Audit Staf f shall conduct an annual audit of the environmental monitoring program.
5.3.3--The Office of Power and or Office of Management Services conducts an interdisciplinary review of the following items:
Preparation of the proposed environmental technical spccifications.
a.
b.
Coordination of environmental technical specifications with the safety technical specifications.
c.
Proposed changes to environmental technical specifications and evaluation of impacts associated with the changes.
d.
Proposed written procedures and proposed changes thereto for implementing the environmental technical specifications.

Proposed changes or modification to plant systems or equipment which could affect the environmental impact of the plant.
f.
Results of environmental monitoring programs carried out by the organizations listed in Section 5.2.
g.
Investigations of all reported instances of noncompliance of environmental technical specifications.
5.4 Procedures 5.4.1--Detailed written procedures, including applicable checklists and instructions, shall be prepared and followed for all activities involved in carrying out these environmental technical rpecifications.
5.5 Environmental Monitoring Description Document 5.5.1--The licensee shall prepare and follow an environmental monitoring description document describing the programs that are required by the environmental technical specifications.
The approved program description document shall focus on the environmental monitoring and special programs described in Sectilon 3 and 4 that are being followed by personnel responsinle for the particular monitoring program.
5.6 Changes in Procedures, Station Design or Operation 5.6.1-Changes in station design or operation may be made subject to conditions described below, provided such changes are approved by the appropriate manager.
Sequoyah Nuclear Plant Unit 1 Environmental Technical Specifications , 5.6.1.1--The licensee may (1) make changes in the station design and operation (2) make changes in the procedure described in the document developed in accordance with subsection 5.5, and (3) conduct tests and experiments not described in the document developed in accordance with subsection 5.5, without prior Commission approval unless the proposed change, test, or experiment involves a change in the objectives of the ETS, an unreviewed significant environmental question, or affects the requirements of subsection 5.7.
5.6.1.2--The licensee shall maintain records of changes in procedures and in facility design or operation made pursuant to this subsection, to the extent that such changes constitute changes in procedures in the document developed in accordance with subsection 5.5.
The licensee shall also maintain records of tests and experiments carried out pursuant to section 5.6.1.1 of this subsection. These records shall include a written evaluation which provides the bases for the determination that the change, test, or experiment does not involve an unreviewed environmental question of substantive impact or constitute a change in the objectives of these ETS's.
5.7 Reporting Requirements 5.7.1--In order to maintain an awareness of environmental impacts casually related with the construction and operation of facilities licensed under its authority, the NRC may require additional reporting requirements in the future. The additional report shall be submitted to the Director, Division of Operating Reactors, NRC, for review.

5.7.2 Changes in Environmental Technical Specifications 5.7.2.1--Where a change to the plant design, the plant operation, or to procedures is planned which could have a significant environmental matter or question not previously reviewed and evaluated by the NRC, a request for the change shall be made to the NRC before implementation. The request shall include an evaluation of the environmental impact of the proposed change.
5.7.2.2--If unexpected significant adverse ef fects or evidence of significant irreversible damage not addressed in the final environmental statement or subsequent operating license stage assessments are detected during operation of the plant, the applicant shall provide a thorough analysis of the problem and a plan of action to eliminate or minimize the harmful effects or damage, in conformance with the requirements of NEPA.
5.7.2.1--Requests for changes in environmental technical specifications shall be submitted to the Director, Division of Operating Reactors, NRC, for review and authorization.
5.8 Records Retention 5.8.1--Records and/or logs relative to the following areas shall be made and retained for the life of the plant:
a.
Records and drawings detailing plant design changes and modifications made to systems and equipment as described in Section 5.7.2.
b.
Records of all data from environmental monitoring, surveillance, and special surveillance and study activities required by these environmental technical specifications.
Sequoyah Nuclear Plant Unit 1 Environmental Technical Specifications 5.8.2--All other records and logs relating to the environmental technical specifications shall be retained for five years following logging or recording.
