This letter constitutes our fonnal reply to the subject Inspection Report.

It is our opinion that nothing in your report or in this reply constitutes any information of a proprietary nature.

Our response to the item of noncompliance identified in Appendix "A" of the report is as follows:

Corrective Action Taken and Results Achieved Hangers 1WR200HR and LWR 214HR were installed using KE-1 Weld Forms #A19460 (2-14-77) and #Al2387 (11-12-76), respectively.

These weld forms were issued for hanger structural welds but were apparently used for both the structural welding and the stanchion attachment to the piping. Separate KE-1 fonns should have been issued for the piping attachments and assigned "K" weld numbers. The original installation did violate the weld procedure for welds made to the WR System pressure boundary.

However, the revisions to the supports (6-27-78) negated the original installation.

Nonconformance Report E-1493 has been issued and dispositioned to remove stanchions and reweld at a new location shown by Revision "A" of the hanger drawings. The rework will be in compliance with applicable code requirements.

, Page 2 Corrective Action to be Taken to Avoid Further Noncompliance In June,1977, KEI established a program for large bore hangers in which welding and inspection requirements for structural welding are identified directly on the reproducible drawing before issuance by the Configuration Control Center. KE-1 forms are issued against hangers only for hanger to piping weld attach-ments. Each of these KE-1 forms identifies the hanger number and the assigned weld "K" number.

Traceability of attachment and filler metal, including certified material test reports and welder identification, will be provided for full penetration welds.

Date When Full Compliance Will Be Achieved It is our opinion that new installations are in full compliance.

For installations prior to June,1977, Henry J. Kaiser Company Quality Assurance is reviewing documentation in conjunction with final hanger inspection on a system priority basis. A Noncon-formance Report is prepared when documentation deficiencies are detected.

We trust that the contents of this letter will serve as an acceptable response to your Inspection Report No. 78-27.
