License Safeguards Contingency Plans #
Gentlemen:
In my letter to Mr. George W. McCorkle, Chief, Physical Security Licensing Branch, dated October 5,1978, I requested that the Lynchburg Research Center be granted a limited exception from the requirements for submittal of a licensee safeguard contingency plan as it applies to " Physical Protection Plan B, Lynchburg Research Center".
In support of this request I stated that the implementation of physical protection plan B, for protection of an irradiated fuel assembly, would not take place until a contingency plat had been submitted to and approved by the NRC.
Since I made that request, 1 have received information that an irradiated fuel assembly is expected to crrive at the Lynchburg Research Center in May 1979. Realizitg that considerable time is required for you to complete a review of uch a plan I am forwarding our plan at this time.
My request for a limite.1 exception should remain under consideration until the enclosen plan is approved.
The enclosure contains information of the type described in 10 CFR 2.790(d)(1) and I therefore request that it be withheld from public disclosure.
