Dear Mr. Keppler:

Pursuant to your letter of December 5, 1978 and to the need for Marshalltown Cc=munity College to comply with NRC requirements as described in the attached Appendix A of your letter, we intend to take the following corrective action:

1.

The detector will be calibrated in early February and thereafter every two months during the academic year.

This action will be undertaken by the physics instructor, Dr. Donald Lebsack.

2.

In calibrating detection instrumentation, Dr. Lebsack will assure that our test is capable of detecting 0.005 microcuries of alpha contamination and our records will evaluate these test results in units of microcuries.

3.

Our plutonium source will be checked for leakage in early February 1979 and will continue to be retested for leakage every six months thereafter.

This test will also be conducted by Dr. Lebsack.

4.

Current copies of Part 19, Part 20 license condition documents incor-porated into the license, license ammendment and operating procedures have been posted for ready examination.

5.

Form NRC 3 has been posted in all locations where individuals work in restricted areas.

The reason for the delay in compliance with the inspection that was conducted by Mr. DuPry on October 27, 1978 was due to the fact that our qualified physics instructor, Mr. Eckhardt left our employ as of October 31, 1978, and therefore did not have sufficient time in which to make the necessary corrections and tests.

Mr. Eckhardt's replacement was a qualified electrical engineer but was not cuali-fied to conduct these tests or to work with nuclear materials.

This replace-ment for Mr. Eckhardt was a temporary ene until the end of the semester, December 22, 1978. A new, permanent physics instructor was hired just prior to the Christ-mas holidays and because he was moving here from California he was unable to be here until January 10, 1979. Therefore, we have been without a qualified indi-vidual to conduct these tests and make these corrections until new.

As soon as we are able to get Dr. Lebsack licensed, he will begin making the necessary tests and corrections as indicated in points 1-5 above.
