NOTICE OF VIOLATION Northtrn States Power Docket No. 50-306 Company Based on the results of the NRC inspection con (acted on November 28 and 29, December 5 and 6,1978, it appears that certain of your activities were not conducted in full compliance with NRC require-ments as noted below.
The item below is a deficiency.
10 CFR Part 50, Appendix B, Criteria IX, states in part that " Measures shall be established to assure that special processes including welding.

The Prairie Island Nuclear Generating Plant FSAR, Section 1.8 commits to 10 CFR Part 50, Appendix B.
a.
Paragraph 8.6.4 SNT-TC-1A, 1975 Edition requires that a com-posite grade of 90% is necessary to pass the test.
Contrary to the above, Lambert, MacGill, Thomas, Inc. procedure No. QA-6, Revision 6, " Qualification and Certification of NDE Personnel", >brch 6,1978, did not state that for NDE Level III personnel, a composite grade of 90% is required to pass the test.

SNT-TC-1A, 1975 Edition, requires experience prior to taking an examination for any NDE method.
Contrary to the above, two NDE personnel certifications received did not document previous NDE experience.
