20555 Gentlemen:

Millstone Nuclear Power Station, Unit Nos.1 and 2 Proposed Revisions to the Technical Specifications Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its operating licenses, DPR-21 and DPR-65, by incorporating the attached changes into the Technical Specifications for Millstone Unit Nos.1 and 2.

These Specifications are administrative in nature and reflect recent organiza-tional changes within NNECO. These proposed changes include a revised facility organizational diagram and a clarification of members of the Plant Operations Review Committee (PORC). Only one set of revised pages are provided, as the Section 6 Technical Specifications for the two units are essentially identical.

A technical review of these specifications has found them to be acceptable; a safety evaluation has also been performed in accordance with 10CFR50.59 and has concluded that these changes do not constitute any unreviewed safety questions.

The Millstone Site Nuclear Review Board has reviewed and approved the proposed changes and has concurred with the above determination.

NNECO has reviewed the above proposed license amendment pursuant to the require-ments of 10CFR170 and has determined that the proposal constitutes a combination Class II and Class I amendment. Accordingly, enclosed herewith is payment in the amount of $1,600 (one thousand six hundred dollars). The basis for this determina-7903080 N/9

. tion is that the proposal involves changes that are administrative in nature and have no safety or en*vironmental significance, and, in addition, involve a duplicate amendment request for another unit at the same site.

ADMINISTRATIVE CONTROLS 6.4 TRAINING 6.4.1 A retraining and replacement training program for the facility staff shall be maintained under the direction of the Station Suoerintendent and shall meet or exceed the requirements and reconnendations of Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10 CFR Part 55.

6.4.2 A training program for the Fire Brigade shall be maintained under the direction of the Training Supervisor and shall meet or exceed the requirementsofSection27oftheNFPACode-1976,except)hatFire Brigade training sessions shall be held at least quarterly.

6.5 REVIEW AND AUDIT 6.5.1 PLANT OPERATIONS REVIEW COMMITTEE (PORC)

    • The Staff Engineer member of the PORC shall have an academic degree in engineering or physical science field; and in addition, shall have a minimum of five years technical experience, of which a minimum of three years shall be in the nuclear power plant industry.
