REPORT OF MEETING WITH REPRESENTATIVES OF THE TRANSAMERICA DELAVAL, INC. (TDI) EMERGENCY DIESEL GENEP.ATOR OWNERS' GROUP AND SOUTHERN CALIFORNIA EDISON (B0ARD NOTIFICATION 84-182)

In accordance with procedures for Board Notifications, the following information is being provided directly to the Commission. The appropriate boards and parties are being informed by a copy of this memorandum. This information is relevant to cll facilities that have diesel generators manufactured by TDI (see Enclosure I), including Shoreham, Midland, Comanche Peak and Perry which ere currently before the Commission.

On October 22, 1984, members of the NPC staff met with representatives of the TDI Owners' Group and Southern California Edison Company (SCE) to discuss (1) the Owners' Group assessment of the causes of cracks found in the San Onofre 1 TDI EDG crankshafts and corrective actions taken by SCE, (2) the status of the overall generic Owners' Group Procram, and (3) the status of the generic NRC evaluation of the Owrers' Group Program. A list of attendees is included as. identifies the meeting agenda. The transcript of the meeting is included as Enclosure 4.

Based on an initial assessment of the torsiograph data from the San Onofre 1 EDGs, which are TDI DSRV-20 engines, the Owners' Group concludes that the cracks initiated during fast starts when the engine speed reached a resonant vibration (criticci) at about 240 rpm. The Owners' Group assessment indicates that the Y-20 engines at San Onofre are unique among other TDI engines in nuclear service (e.g., DSR-8 and DSRV-16 models) in that the worst criticals occur within the 200 to 300 rpm speed range. This compares with Shoreham, 841206o3o1

The Comissioners for example, where the major critical is the fourth order which resonates at 580 rpm. This speed is above the operating speed of 450 rpm.

In addition, torsiograph testing at Shoreham indicates that the crankshaft stresses during fast starts are lower than the operating stresses at full load, steady-state operation.
