SUMMARY
OF OCTOBER 3,1978 MEETIN3 TO DISCUSS THE ADDITIONAL REVIEW EFFORT FOR THE RESAR 414 INTEGRATED PROTECTION SYSTEM A meeting was held with representatives of Westinghouse on October 3,1978 in Bethesda, Maryland. The objectives of the meeting were to discuss with Westinghouse the preliminary conclusions of the defense in depth review effort and.to present for comment the positions and discuss possi-ble solutions of the positions identified in the draft report of the review. The attendees are listed in Enclosure 1.
The meeting notice is included as Enclosure 2.
A preliminary draft of the report on the defense in depth assessment of the IPS was provided to Westinghouse during the meeting. Each of the sections of the report was reviewed and Westinghouse comments were noted.
It was noted that the staff's general defense in depth guidelines in the report were similar to those submitted by Westinghouse in their October 2,1978 transmittal and summarized in the report. Westinghouse provided additional information on the design bases for the signal selector (Enclo-sure 3) to be evaluated and included in the report. The staff stated that this information would be considered in evaluating the acceptability of the signal selector. The staff stated that, based on the review of the information provided by Westinghouse in RESAR 414, IPS associated topical reports, at the previous meeting on the extended review effort and in the October 2 transmittal, the architecture and design approach for the IPS generally satisfied the defense in depth guidelines. On this basis, the IPS preliminary design was acceptable. However, the staff noted that additional test and analyses, as identified in the draft report, would be required and the results provided to the staff during the R&D review.

R. M. Satterfield In the final summary Westinghouse asked the status of the review effort and the issuance of the RESAR 414 PDA. The staff responded that the results of the extended review effort would be published as a separate document. The conclusions of the defense in depth assessment and the positions would be included in the RESAR 414 SER. The staff anticipated that the SER and the report on the IPS defense in depth evaluation would be issued in November. Westinghouse also noted their concern regarding vulnerability to ratcheting due to the ambiguity in some of the staff's defense in depth guidelines. They stated that they had and would continue to cooperate and work with the staff as part of the IPS R&D program.
However, they noted that the defense in depth guidelines and the report on the evaluation of the IPS should be considered as a framework for continuing to develop and refine the requirements for defense in depth as they applied to the IPS. They noted that the IPS review represented tha first application of these guidelines and that the guidelines should be tested and evaluated before being finalized. Westinghouse also noted that the defense in depth guidelines represented additional Design require-ments and as such should be reviewed and approved by the NRC Regulatory Requirements Review Committee before being applied.
In conclusion, the staff agreed that additional refinement of the defense in depth guidelines and positions would be required during the R&D and final design review of the IPS. Westinghouse's comments were acknowledged and the staff thanked Westinghouse for their cooperation and for the information provided during the extended review effort.
