REVIEW 0F WCAP-8587, " METHODOLOGY FOR QUALIFYING WESTINGHOUSE PWR-SD PROVIDED NSSS SAFETY RELATED EQUIPMENT" Your November 15, 1978 letter _ transmitted Revision 1 to Supplement 1 of WCAP-8587 and requested a schedule for completion of our review of WCAP-8587, consistent with the schedules for reviewing license appli-cations that reference this topical report.
We plan to complete our review of WCAP-8587 by reviewing several appli-cations to operate plants that reference this topical report as a basis for meeting the IEEE 323-1974 Standard.
The lead plant is Comanche Peak.
The Texas Utilities Generating Company, applicant for Comanche Peak, has identified equipment to be used in Coman:he Peak and has included infor-mation needed for our review of its qualification in the Comanche Peak docket by reference to WCAP-8587 and its Supplement.
Similarly, we expect that applicants for operating licenses of other plants required to meet the IEEE 323-1974 Standard will provide the necessary information for review of Class IE equipment qualification by refererce to the topical report.
We will review those portions of WCAP-8587 needed to complete our review of equipment qualification for each operating license appli-cation.
When adequate information has been incorporated into WCAP-8587 as a result of these plant reviews, we will issue a safety evaluation for the topical report.
The SER for Comanche Peak is scheduled for April 1981.
Instead of issuing Round 1 and Round 2 questions as part of our equipment qualification review for Comanche Peak, we intend to issue questions to the applicant as soon as they arise. We believe this approach will expedite the review.
The applicant has been informed of our plans and is in general agreement with them. We estimate that the review of WCAP-8587 can be completed in 1981.

Anderson FEB 61979 We note that equipment qualification data packages (currently provided in Supplement I to WCAP-8587) reference several Westinghouse topical reports on seismic qualification methods and seismic tests which have not been accepted for plants having construction permit applications docketed on or after October 27, 1972.
Our review of WCAP-8587 can be expedited as discussed in our October 18, 1978 meeting by your early submission of additional information (a) to show that seismic qualifi-cation methods described in these referenced topical reports meet the recommendations of IEEE 344-1975 as supplemented by Regulatory Guide 1.100, and (b) to justify your conclusion that, for certain items of equipment, the results of seismic tests described in these referenced topical reports would not be significantly changed if environmental tests and aging had been completed before the seismic tests were run as recommended in IEEE 323-1974.
This additional information may be provided as supplements to the applicable topical reports or on the dockets of applicable plants.
We hope this letter clarifies the status of review of WCAP-8587.
