SUBJECT:
MEETING WITH COMMONWEALTH EDIS0N COMPANY TO DISCUSS FUEL LOAD DATE FOR THE LA SALLE COUNTY STATION, UNIT NOS.1 & 2
Background
On August 1,1978, the Caseload Forecast Panel visited the La Salle site.
Based on that visit and discussions with the applicant's staff, the Panel concluded that Unit 1 would not be ready to load fuel until December 1979.
At that time, the applicant maintained its original projected date of March 1979.
During the exit interview, we stated that towards the end of 1978 we would request update information and revise our December 1979 date if appropriate. By letter dated December 20, 1978, we r.equested certain update information.
In its response, dated January 21, 1979, the applicant, in addition to providing the requested information, modified its fuei load date to July 1979 and indicated that this date was soft. The applicant stated that the major contributing factor impacting the initial fuel load date of March 1979 was the decision of incorporating the KWU quencher into their design. Modifications to their facility and procuring this equipment extended the fuel load date. After reviewing the requested information we concluded that a meeting with the applicant was required.
A listing of the meeting attendees is enclosed.
Discussion A meeting was held on February 6,1979,with Commonwealth to discuss the difference between the Caseload Forecast Panel and the applicant's fuel load dates. The status of the operating license review was also discussed.
The applicant in his opening remarks maintained that their projected construction schedule indicated a July 1979 fuel load date for Unit 1.

we received at the site last summer, the information provided in Comonwealth's letter of January 21, 1979 and the information provided by the applicant in recent telephone conversations.
Based on this information we have fuel load dates which span the time interval from October 1979 into early 1980.
Comonwealth conceded that the July 1979 date was optimistic; however, they iterated that the date could not be any later than September 1979.
We indicated that while we believe that a fourth quarter 1979 or later fuel load date is realistic we want to be in a position to support Comonwealth's earlier date should construction move forward in a favorable manner. Therefore, we would push for a July ACRS meeting date.
We indicated that this was an optimistic date since approximately one hundred open items have been identified; sixty having been identified in previous letters and an additional forty identified in a letter provided to Commonwealth during the course of the meeting.
We pointed out that it would be up to the applicant as to whether we could be in a position to meet with the ACRS in July. The information required to close out the open items must be made available quickly. This could require many scheduled meetings with the staff to expedite the review.
To project these meetings in order to have the reviewers available, we requested that the applicant must provide a schedule on when it would be responding to these open items. The applicant agreed to provide this information.
