SUBJECT:

EMERGENCY PREPARBDHESS EVALUATION FOR NORTH ANNA POWER STATION In Supplement 11 to the North Anna Power Station Safety Evaluation Report (Section III.A.1.1 and Appendix B), we reported on the status of emergency preparedness for a full powr license.

In that report we stated that we could not recomend a full power license until we received the findings and determinations of the Federal Emergency Management Agency. We also stated that prior to authorizing full power operation we would require a successful joint radiological emergency response exercise.

Since our original report Stata and local emergency preparedness has been upgraded and a joint radiological emergency response exercise has been successfully conducted. We now have a favorable finding frem FDIA on State and local emergency preparedness. T'r.e FEMA letter is enclosed.

Ba:cd on our review of the applicant's revised plan, our review of FEMA's findings on Stata and local radiological erergency preparedness and our evaluation of the joint emergency response exercise, we conclude that the emergency preparedness program is acceptable, capable of being implemented and meets the regulatory requirements of 10 CFR 50, Ippendix E.
