INTERACTION SETWEEN THE OPERATING REACTOR PROJECT MANAGER AND THE INSPECTION AND ENFORCEMENT RESIDENT /
PRINCIPAL INSPECTOR The Project Manager (PM) for an operating reactor and the Resident / Principal Inspector (RI) for the reactor have a primary responsibility for assuring safe operation of their assigned nuclear power plant.
Therefore, a strong and effective working relationship between licensing (PM) and inspection and enforcement (RI) must be developed and maintained.
Tbc PM and RI will assist and augment each other in their respective principal responsibilities. For example:
(1) The PM will upon issuance inform the RI of significant changes to the facility license prc;:osed by the licensee and of licensing actions to be initiated by ONRR.
(2) The RI will advise the PM of facility modifications, significant events, and of significant non-ccmpliance and elevated enforcement actions.
At the minimum, a weekly telephone call will be made by the PM to the RI to discuss the status of the plant.
The call should be used for routine matters.
Non-routine events / issues should be communicated by the RI or P!t as soon as possible consistent with the safety importance of the event / issue.
The PM should arrange to vi:it the RI at the site to become better acquainted with the plant, its systems and special features, and its staff in association with the RI.
It is important to demonstrate a unity of purpose between the PM and the RI in carrying out their responsibilities for safe operation.
A site visit should ce arranged consistent with the work schedule of the PM and RI but not later than the end of August 1980, if such a visit has not taken olace in the last six months.
Subsequent visits should be arranged when issues warrant or when refamiliarization is necessary.
