VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: REACTOR COOLANT PUMP (RCP) SPEED SENSOR CHANNEL CALIBRATION AND RESPONSE TIME TEST SURVEILLANCE REQUIREMENT CHANGES (LAR19-008) (EPID L-2019-LLA-0107)
Dear Mr. Whitley:
In response to your application dated May 17, 2019 the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 166 and 164 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively.
The amendment consists of changes to the Updated Final Safety Analysis Report (UFSAR) and the COL Appendix A, Technical Specifications (TS) definition for Channel Calibration to allow a qualitative check (i.e., sensor resistance and insulation resistance tests) as an acceptable means to perform channel calibration for the reactor coolant pump (RCP) speed sensors. An additional change is proposed to the UFSAR to allow the use of a conservatively allocated response time in lieu of measurement for the RCP speed sensors and preamplifiers.
The amendment approves changes to the COL Appendix A, TS 1.1 definition of Channel Calibration by identifying RCP speed sensors as instruments that may have calibration performed by an in-place qualitative assessment of the sensor behavior and normal calibration of the remaining adjustable devices in the channel. The amendment also authorizes a change to UFSAR Subsection 7.2.1.1.3 that permits the use of a conservatively allocated response time in lieu of measurement for the RCP speed sensors and preamplifiers. To accompany the change, UFSAR Subsection 7.2.4 is revised to add APP-GW-GLR-804, AP1000 Technical Report to Support Modification to Response Time and Channel Calibration Testing Requirements for Reactor Coolant Pump Speed, as a secondary reference.
A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendment is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
