ARTICLE I Statement of Work

1.0 Background

The purpose of the work is to assist the Nuclear Regulatory Commission (NRC) in monitoring and analyzing the material control and material accounting performance at major hel cycle facilities.

A computer model has been developed and implemented within NRC, under ERDA Control Number W-7405-ENG-48 with Lawrence Berkeley Laboratory, which given certain site specific input parameters simulates plant inventory difference (ID) and limit on inventory differences (LEID) per formance.

Assistance is needed in collecting specific facility information and in developing the input data needed to run these programs as well as assisting in the assessment of the results.

2.0 Work Required The work required of the contractor is to assist the NRC in applying the Inventory Difference simulation model to two operating Special Nuclear flaterial fuel cycle facilities to be designated by NRC

For proposal estimating prposes, offerors are to assume one facility is located on the East Coast; one on the West Coast.

The contractor shall supply the services, material, and personnel to accomplish the following tasks:

Task 1:

Collect specific facility information including details on material flow and inventory, measurement programs, methods, and equipment, measurement control and statistical procedures used, a;.d process losses and gains.

Information will be acquired from licensee documents located at NRC

SCHEDULE headquarters and the appropriate NRC Regional Office, facility manuals, plant tours, and interviews with facility personnel.

In addition to collecting this information, the contractor will document the LEID models used by each of the two licensees by identifying and characterizing each measurement system used in calculation, their randcm and systematic contributions to LEID, and the error propagation methodology used.

Task 2:

For each selected facility, the contractor shall assist NP.C in identifying contributors to ID by analyzing in detail the licensees' material control and material accounting data for the most recent 6 inventory periods.

In addition to the contribution due to measurement error, s

this task will include quantifying the effects of human process errors (losses and gains), and adjustments erre,.

Page 6 of } 5 SCHEDULE 3.2 Final Report Within 180 days after the effective date of the contract, the Contractnr shall submit a draft version of a Consolidated final report to the NRC Project Officer.

Contain a discussion of the work performed associated with each facility.

3.

Document any problems encountered, observations, recommendations and other relevant data for each facility.

The Project Officer shall provide written comments / revisions to the Contractor for inclusion in the final report within thirty (30) days after receipt of the draft.

Based upon these comments the Contractor shall revise the draft and shall submit the final report no later than 30 days af ter receipt of the Project Officer's comments.

The contractor shall distribute the draft final and final reports as follows.

For final reports prepared under the provisions of this contract, the format shall be in accordance with the provisions as stated in NRC Manual Appendix 3202 for either " Formal Contractor Documents" or " Interim Contractor Documents" as appropriate which is hereby incorporated into the 3

The Project Officer shall be responsible for coordinating the initial meeting between the contractor and the facility personnel.

In the event of any conflicts or inconsistencies, the Statement of Work set forth herein shall take precedence over the Contractor's Technical Proposal.

ARTICLE II Period of Performance Performance under this contract shall commence on the effective date of this contract and shall continue for a period of eight and one-half months at which time all work shall have been completed and all reports shall have been delivered.

otherwise approved by the Contracting Officer, records or other information, documents and material obtained or developed under this contact or furnished by the Commission to the contractor in the performance of this contract shall be used only in connection with the work performed under this contract.

The Contractor shall, upon completion or termination of this contract, transmit to the Commission all records or other information, documents and material, and any copies thereof, furnished by the Commission to the Contractor in the performance of this contract.

The contractor's duties under this clause shall not be c.

construed to limit or affect in any way the contractor's obligation to conform to all security regulations and require-ments of the Commission pertaining to classified information and material.

BILLING INSTRUCTIONS FOR NRC COST-TYPE CONTRACTS General.

The contractor shall submit vouchers for cost-reimbursement in the manner and format described herein and as illustrated in the sample voucher.

Fo rm.

Claims shall be submitted on the payee's letterhead, invoice or on the Government Standard Form 1034, "Public Voucher for Purchases and Services Other Than Personal," and " Standard Form 1035, Public Voucher for Purchases Other Than Personal - Continuation Sheet." These forms are available from the Government Printing Office, 710 North Capitol Street, Washington, DC 20801.

Number of Copies.

An original and six copies should be mailed to the NRC offices identified below.

Frecuency.

The contractor shall submit claims for reimbursement once each month unless otherwise authorized by the Contracting Officer.

Billing of Costs Af ter Expiration of Contract.

If cost-reimbursements are incurred during the contract period and claimed after the contract has expired, the period during which these costs were incurred must be cited.

Currency.

Billings may be expressed in the currency normally used by the contractor in maintaining his accounting records; payments will be made in that currency.

However, the U.S. dollar equivalent for all invoices paid under the contract may not exceed the total U.S. dollars authorized in the contract.

Supersession.

These instructions supersede all previous billing instructions.

Preoaration and Itemization of the Voucher.

The contractor shall furnish the information set forth in the explanatory notes below.

These notes are keyed to the entries on the sample voucher.

(a)

Payor's Name and Address.

(i) Address the original voucher (with 4 -

copies) to:

U.S. Nuclear Regulatory Commission, Division of Accounting, Office of the Controller, ATTN: GOV /COM Accounts Section, Washington, DC 20555.

(ii) Address 2 copies to:

U.S. Nuclear Regulatory Commission, ATTN:

E.L. Halman, Director, Divison of Contracts, Washington, DC 20555.

(iii) The original copy of the voucher should indicate that (2) copies have been forwarded to the Contracting Officer.

(b)

Voucher Number.

Insert the appropriate serial number of the voucher.

This is to be in sequential order beginning with 001 as the number to be used for the first voucher submitted under this contract.
